The Procurement Manager will be responsible for overseeing strategic procurement of all technical categories within the Company’s established and market‑leading aviation and marine verticals. This includes UK, Europe, Middle East, Latin America, Canada and Australia, covering over 70 airport locations globally and 5 Marine Terminals in the UK. A global procurement team is already in place located across the UK, Switzerland, Canada and Australia; the Procurement Manager will be responsible for 5 Direct Reports and 2 Indirect Reports.
The procurement landscape covers all products and services of a technical nature in support of WFS Global Physical Operations. This includes the acquisition of major packages such as Refueller Vehicles, Tanks, Fuelling Equipment, Vessel Charter Parties, Civil Works, Electrical & Instrumentation Works, Mechanical Works, Repair & Maintenance, Testing & Inspection Services; to operational procurement requirements such as Spare Parts, Consumables and Uniforms & PPE etc.
This position should be considered a duel role. In addition to the Management/Strategic global responsibilities, the Procurement Manager will also be directly responsible for managing all UK, Latin America and Australia Aviation day‑to‑day procurement requirements. This will however be limited to major/high value packages; routine/low value (operational) purchases will be managed by Direct Reports.
Management / Strategic Responsibilities:
- Drive the standardization, compliance and efficiency of procurement policies, processes and systems across Aviation and Marine segments (globally).
- Conduct procurement spend and supply base analysis to identify opportunities for strategic sourcing.
- Identify opportunities to consolidate spend and negotiate multi‑national (cross segment) contracts.
- Collaborate with the Procurement Managers for UK Land and US Land to share learnings and best practice and to identify any opportunities for cross segment purchasing.
- Drive efficiency and continuous improvement initiatives/cost reduction opportunities.
- Actively engage in strategic supplier management and development.
- Provide solutions for underperforming suppliers and undertake key supplier visits where necessary.
- Be cognizant of the supplier market and pricing trends to ensure that the business holds the market intelligence to make informed decisions.
- Ensure that the procurement function for responsible segments is adequately resourced to support demand.
- Provide direction, leadership, supervision, training and mentoring to direct reports.
- Setting strategic objectives and performance management.
- Develop a constructive and professional relationship with all key stakeholders within the business.
- Actively contribute to annual savings targets, challenging supplier costs wherever possible.
- Spearhead the roll‑out and stabilization of Oracle ERP system procurement module within the Marine Segment (system already in place globally within Aviation).
- Management of the cultural change associated with the introduction of this new procurement capability.
Person Specification:
- Strong educational background, ideally degree qualified in a relevant discipline.
- The successful candidate is likely to have in excess of 10 years procurement experience, with prior experience in managing a procurement department/function.
- Direct/technical procurement experience is essential.
- Previous procurement experience working within an Oil and Gas, Manufacturing or Marine industry environment.
- Experience in managing contracts for industry related products & services of an operational nature.
- Extensive knowledge of all realms of the supply chain (e.g. procurement, subcontracting, expediting, logistics and material control) is essential.
- Leadership and experience of facilitating change is essential.
- Ability to work on own initiative.
- Analytical mindset.
- The ability to analyse the existing procurement landscape (e.g. spend, supplier base, pricing trends etc.) and present findings & recommendations in a logical fashion.
- Strong negotiation skills are essential.
- Excellent oral and written communication skills in English are essential.
- The ability to communicate at all levels within the organization and present to senior management.
- Ability to work within tight deadlines is essential.
- Experienced PC User, familiar with MS Office is essential, with particular emphasis placed on Excel and the ability to develop spend analytics through the use of Pivot Tables etc.
- Previous experience working with a recognized procurement system is essential, direct experience with Oracle is desirable.
