The Head of Cultural Services will be accountable for setting an innovative, compelling strategic direction for their portfolio, focused on social impact, productivity, income generation, and exceptional service. You will have a demonstrable track record at this level and be able to evidence experience of significant transformational change. You will be a proven leader who has led large teams through whole-system cultural change, with the ability to identify learning and development opportunities to improve the team's productivity, capabilities, and competencies. Your focus will be on delivering transformational change that improves services, increases income generation, and widens inclusion across the portfolio. You will lead the delivery of the portfolio's strategic plan with the drive and passion to bring innovation and deliver the business case targets within your remit.

Responsibilities

  • Lead the delivery of the portfolio's strategic plan with a focus on social impact, productivity, income generation, and exceptional service.
  • Be a proven leader who has led large teams through whole-system cultural change and identify learning and development opportunities to improve productivity, capabilities, and competencies.
  • Deliver transformational change that improves services, increases income generation, and widens inclusion across the portfolio.
  • Lead on developing strong delivery partnerships and initiatives to secure additional funds and grants, accelerating delivery of national, regional, and portfolio priorities.
  • Deliver key performance measures of both financial and social impact across the portfolio.
  • Support the CEO in delivering the Business Transformation Programme to secure a sustainable future for the portfolio of facilities and services.
  • Manage the three-year programme to improve efficiency, productivity, and customer experience, ensuring the Scottish Borders remains a vibrant place to live, work, and visit.
  • Provide senior project management and demonstrate a thorough understanding of project management methodology.
  • Lead the strategic and operational delivery of Cultural Services related services including Museums, libraries and archives, visitor attractions and Arts and Creative programming.
  • Lead on management of Cultural Services related educational programmes and engagement with schools, colleges and other education-based organisations.
  • Lead the design and delivery of artistic and creative programmes to engage communities across the Borders region, driving additional footfall and revenue.
  • Oversee delivery of programmes across the region, ensuring financial targets are achieved.
  • Lead on building partnerships and engaging with the community to fulfil the remit to provide appropriate programmes to support health and wellbeing of the community.
  • Lead on building financial investment through creating effective partnerships and collaborating with sponsors and the community to build engaging programmes.
  • Lead on funding applications, bringing in additional revenue to support creation of new and innovative programmes.
  • Lead on building new and existing partnerships to create cross-regional programmes and ensure quality targets are achieved.

Qualifications / Requirements

  • Proven track record at senior leadership level, leading large teams through transformational change.
  • Experience in project management and a thorough understanding of project management methodology.
  • Ability to secure funding, grants, and financial investment to support programme delivery.
  • Experience in developing and delivering cultural, artistic, and educational programmes; engagement with schools, Colleges and other education-based organisations.
  • Strong partnership-building and stakeholder management skills, with a focus on community engagement and social impact.
