Liquid Personnel is currently recruiting for Strategic Manager to join a Learning Disabilities and Preparing for Adulthood based in Somerset Council County Hall.

What will your responsibilities be?

  • Strategic lead for mental health.
  • Provides expertise, professional social care leadership, and management.
  • Drives performance of the mental health and Learning Disabilities workforce.
  • Delivers the Council’s priorities.
  • Meets service targets in relation to mental health and Learning Disabilities.

Mental Health:

The postholder will be the Strategic Lead for Mental Health Adult Social Care, responsible for reshaping and transforming future services for Mental Health. They will develop opportunities with public bodies and resilient communities, lead strategic policy development and service planning across Adult Social Care operations, and ensure the delivery of Community Mental Health social care provision and services within Somerset.

Learning Disabilities:

As the Strategic Lead for Learning Disabilities for Adult Social Care, the postholder will reshape and transform future services and social care practices for Learning Disabilities. They will develop opportunities with system partners and through a Neighbourhood model. They will ensure smooth transitions for young people into adult services and lead policy and practice development for Transforming Care to meet local and national requirements.

Role Purpose:

The postholder will be the strategic lead for mental health and learning disabilities, providing professional social care leadership and management to drive workforce performance, deliver the Council’s priorities, and meet service targets

Key Results Areas:

  • Operational Delivery: Review performance outcomes, resolve complex issues, and provide expertise to Members and Directors.
  • Service Planning and Delivery: Develop and deliver service plans, manage change, and lead cultural change to promote well-being.
  • Strategic Development: Collaborate with key agencies to monitor practice quality, drive service improvement, and ensure high standards.
  • Financial/Budget Management: Manage budgets and contribute to financial strategy.
  • Performance Frameworks: Implement performance management systems and ensure accountability.
  • Operational Management: Provide social care expertise, ensure workforce support and development, and maintain effective workload management.
  • Organisational or Service-Specific Delivery: Operate information systems and maintain networks with partner agencies to support service continuity and quality.

Qualifications and Experience:

  • Professional Qualification: A recognised professional qualification in social work, such as an MA, BA, BSc in Social Work, Diploma in Social Work, or CQSW (Certificate of Qualification in Social Work).
  • Registration: Must be registered with Social Work England, the regulatory body for social workers in England.
  • Experience: Significant experience in delivering social work services to vulnerable adults, including those with disabilities and complex needs.
  • Knowledge of Legislation: Thorough understanding of relevant legislation, such as the Care Act 2014 and the Mental Capacity Act 2005.
  • Skills: Strong assessment and analysis skills, as well as the ability to work effectively within a multidisciplinary team.
  • Driving Licence: A full UK driving licence and access to a car are often required for client visits.
