Liquid Personnel is currently recruiting for an experienced Team Manager to join Bolton Council’s Leaving Care Service, working across the borough to support care experienced young people transitioning into adulthood.
Responsibilities:
- Provide leadership and operational management of the Leaving Care Service, including oversight of social care staff and a Deputy Team Manager.
- Ensure the service remains focused on the needs, wishes, and best interests of young people, with effective pathway planning for Eligible, Relevant, Former Relevant and Qualifying care leavers.
- Manage performance standards, operational processes, and service delivery in line with statutory requirements and organisational expectations.
- Provide professional supervision, direction, and support to staff, ensuring effective workforce management and development.
- Participate in and promote service development initiatives, embedding best practice across the Leaving Care Service.
- Work within and contribute to multi-disciplinary and multi-agency networks to support positive outcomes for care experienced young people.
- Collate, monitor, and analyse performance data to ensure service delivery meets national and local standards.
- Maintain oversight of financial resources and service-related expenditure, ensuring accurate analysis and accountability in resource use.
- Participate in recruitment and selection processes in line with Bolton Council procedures.
- Chair and facilitate operational, development, and service meetings, contributing to service improvement and planning.
- Prepare for and participate in decision-making forums and deputise for senior management where required.
- Ensure compliance with legal, regulatory, ethical, and organisational requirements, including safeguarding and corporate parenting responsibilities.
- Implement and monitor quality assurance systems, carrying out audits and contributing to continuous service improvement.
- Support staff management processes, ensuring compliance with HR policies including performance and capability procedures.
- Promote the voice of the child and ensure this is central to assessment, planning, and service delivery.
- Deliver briefings, training, and contribute to multi-agency learning and development as required.
Qualifications & Experience:
- Social Work England registration.
- Eligible to work in the UK.
- Hold a full UK driving licence.
- Degree level qualification in Social Work (DipSW/CQSW or equivalent).
- Extensive post-qualification experience within Children's Social Care.
- Previous management or supervisory experience within a Leaving Care, Children Looked After, or 16+ service.
- Strong knowledge of childcare legislation, including Children (Leaving Care) Act 2000, Children and Families Act 2014, and related statutory guidance.
- Experience of analysing data, managing performance, and improving service delivery.
- Strong understanding of corporate parenting responsibilities and Leaving Care processes.
