A large local authority in South East London is seeking an experienced Parking Appeals & Representations Officer to join its back-office parking services team on a contract basis.
This role is suited to candidates with proven local authority or housing association experience only, who are confident managing statutory parking appeals, representations and adjudication casework to strict legislative deadlines.
Assignment Details
- Contract Length: 9 months (ongoing assignment)
- Pay Rate: £25 per hour (Umbrella)
- Hours: 36 hours per week
- Working Pattern: Office-based, 5 days per week (no hybrid working)

The Role
Reporting to a Team Leader within the Back Office Parking Team, the postholder will be responsible for investigating and responding to all correspondence relating to Penalty Charge Notices (PCNs) across the statutory process.
Key focus will be on ETA (Environment and Traffic Adjudicators) appeals, ensuring evidence packs are prepared, submitted and monitored in line with legislative timescales and quality standards.
Key Responsibilities
- Prepare, process and submit ETA appeal cases and evidence packs
- Respond to and compile ETA case packs for:
- Moving Traffic Contraventions (MTC)
- Bus Lane PCNs
- CEO-issued PCNs
Skills, Knowledge & Experience
Essential:
- Proven experience as a Parking Appeals / Representations Officer
- Local authority, council or housing association experience only
- Strong working knowledge of parking enforcement legislation
- Experience preparing London Tribunals / ETA evidence packs
- Ability to assess evidence and make balanced, defensible decisions
- Excellent written communication skills and attention to detail
- Ability to work under pressure and meet tight deadlines
