Medicare People is an established medical staffing agency expanding into live‐in care with a deliberately quality‐led, compliance‐first model. This service is pre‐CQC registration and has been planned with appropriate governance, clinical input, and leadership oversight from the outset. We are now appointing an experienced Registered Manager to guide the service through registration and into safe early delivery.

This role will particularly suit a Registered Manager who has successfully registered services before, led through early inspections, or stepped into services at formation stage and understands what good looks like when building things properly.

The Role

This is a senior, hands‐on Registered Manager appointment, with flexibility for:

  • A registration‐first appointment
  • An interim Registered Manager
  • A permanent role following registration and early stabilisation

Initially, the role combines Registered Manager accountability with direct involvement in assessment, care planning, and delivery oversight. This is intentional and resourced — not a long‐term 'doing everything forever' model. As the service grows, operational capacity will expand and responsibilities will rebalance accordingly. You will work closely with senior leadership and will not be expected to build the service in isolation.

Location & Working Pattern

The service covers Surrey and West Kent, within the Surrey / M25 corridor. Regular local presence is required for:

  • Client assessments and reviews
  • Family discussions
  • Live‐in carer support

This role is not suitable for fully remote working.

Key Responsibilities

  • Act as the CQC Registered Manager for the live‐in care service
  • Support and complete the final stages of CQC registration
  • Ensure compliance with CQC regulations and Fundamental Standards
  • Prepare for and lead through first inspection(s)
  • Lead safeguarding, incident management, and quality oversight
  • Conduct and oversee detailed client assessments and reviews
  • Develop practical, risk‐aware care plans for live‐in environments
  • Match live‐in carers to clients based on competence and suitability
  • Provide professional supervision and guidance to live‐in carers
  • Maintain placement stability through early risk identification
  • Contribute pragmatically to the service's early operating model

About You

This role is intentionally aimed at someone who has done this before. You are likely to bring:

  • Eligibility and willingness to be registered with CQC
  • Previous experience as a Registered Manager in home care or live‐in care
  • Experience registering services, leading through inspections, or stabilising early‐stage services
  • Strong working knowledge of CQC frameworks and inspection reality (not just theory)
  • Confidence conducting complex assessments and risk management
  • The judgement to say no to unsafe or inappropriate placements
  • A calm, professional leadership style grounded in experience
  • Full UK driving licence and access to a vehicle
  • Clinical registration (RGN, RMN, RNLD) is welcomed but not essential where equivalent senior experience exists.

Salary & Flexibility

£50,000 – £55,000 per annum. Flexibility up to £60,000 for an exceptional candidate. Interim or fixed‐term registration‐focused arrangements considered. Mileage and travel expenses covered. Flexible working where appropriate.

Why This Role Will Appeal to Experienced Registered Managers

This is not a chaotic start‐up. The service is being built deliberately and safely. You will have leadership backing and organisational infrastructure. Quality, compliance, and sustainability are prioritised over rapid volume. Your experience will shape the service — not be ignored or overridden. This is an opportunity to apply what you already know, avoid known pitfalls, and help establish a live‐in care service that is inspection‐ready, credible, and built to last.
