Starfish Search are working with a Local Authority in the North to appoint an Interim Transformation Programme Manager in Waste. This role will play a key leadership function in shaping and delivering a comprehensive transformation programme focused on improving and modernising local waste services.Working with senior leaders and elected Members, you will lead the development and implementation of a dedicated Transformation Improvement Board and deliver targeted projects including food waste optimisation, EPR (Extended Producer Responsibility) compliance, depot transformation, digitalisation, and a refreshed fleet strategy.Key ResponsibilitiesEstablish and lead a Transformation Improvement Board for Waste Services, aligning strategic priorities and programme delivery.Drive forward key initiatives such as food waste optimisation, depot and fleet transformation, and digital service design.Develop clear roadmaps, business cases and delivery plans in collaboration with stakeholders across the organisation.Provide strategic advice and guidance to senior officers and Members, ensuring robust governance and impact tracking.Champion innovation and continuous improvement, supporting the council’s ambition for modern, responsive waste services.About YouAn experienced programme or transformation lead with a strong track record in local government or similar public service environments.Proven expertise in delivering complex, multi-stranded change programmes – ideally with exposure to waste services, environmental operations, or related fields.Strong strategic and operational capabilities, with excellent communication and stakeholder engagement skills.Politically astute and outcome-driven, with the ability to navigate complex challenges and deliver at pace.Able to inspire confidence, build credibility, and align diverse partners around a shared vision for service transformation.Please note that due to high application volumes, we regret that we cannot always respond to unsuccessful candidates.
