We are currently supporting a large NHS organisation in the appointment of a Senior Procurement Business Partner. This is a challenging, fast paced and influential role that will contribute to the delivery and day-to-day operation of a best in class procurement function. This role plays a vital part in implementing the NHS LPP vision & strategy, approved by the NHS LPP Steering Board, and in delivering the aspiration of the Board to become a world class procurement partner of choice for the NHS and the wider public sector.
The Senior Procurement Business Partner will lead the PBP team and ensure continuity of procurement advice and support across the full NHS LPP membership, as well as supporting non-member NHS Trusts and the wider public sector as required. The postholder will play a pivotal role in NHS LPP, being the senior procurement interface between NHS LPP and our member Trusts and providing best in class procurement advice and support through a regular face-to-face on-site presence at different member Trust locations.
They will act as an escalation point for the Procurement Business Partners and deliver multi Trust collaborative procurements, initiatives and projects alongside the Procurement Shared Services (PSS), category and commercial delivery teams. They will drive uptake of NHS LPP routes to market, products and services across all member Trusts, supporting the delivery of value for money procurement processes and CIP savings and efficiencies, as well as collaborative tendering opportunities and supporting non-member NHS Trusts and the wider public sector as required. They will also play a key role in promoting the value of a number of NHS LPP strategic public sector affiliates, including North of England Commercial Procurement Collaborative.
Person Specification:
- Hold a Professional procurement qualification (Chartered Institute of Procurement & Supply) or significant and extensive equivalent procurement experience demonstrated through proven delivery.
- Extensive people management experience within a public sector procurement team.
- Ability to develop strong relationships with member stakeholders and be viewed as a trusted advisor, as well as supporting non-member NHS Trusts and the wider public sector as required.
- Experience of managing the end-to-end procurement lifecycle (plan, define, procure and manage).
- Public sector procurement experience including strategic sourcing, above threshold tendering, spend analytics, catalogue purchasing and framework call offs.
- Extensive knowledge of public procurement, legislation and regulations.
- Proven experience of delivering CIP savings / savings targets.
