Are you an experienced senior property leader ready to provide strategic leadership across Corporate Property functions for Lincolnshire County Council? If so, this role offers a great opportunity to shape the development and implementation of the Corporate Property Strategy and our service specific Strategic Asset Management Plans.
You will work at a strategic level across a complex public sector environment, building strategic partnerships with internal and external stakeholders to maximise the use of the wider public sector estate for Lincolnshire.
Lincolnshire County Council is responsible for an extensive and diverse portfolio of land and property assets across the County (including historic monuments, museums, schools, offices, youth centres and day centres). The Council currently owns or operates from over 1,000 physical buildings and owns 6,675 hectares of County farmland, equivalent to over 10,000 football pitches.
Working in a key senior leadership role within our Resources directorate, you’ll join an experienced, dedicated and supportive team who are driven by continuous improvement. You will work in partnership with internal and external stakeholders to maximise the use of the wider public sector estate for Lincolnshire, whilst shaping the impact of Local Government Reorganisation in Greater Lincolnshire.
As Assistant Director - Corporate Property, you will provide strategic leadership for all Corporate Property functions and their people. In this role, you will not only deliver results, but also set direction, inspire others and help drive meaningful, lasting change. We are looking for someone who combines strategic thinking with a practical mindset, and who is motivated by the opportunity to make a real impact.
You will lead the Corporate Property team with purpose, bringing energy, insight and professionalism to complex challenges, while working collaboratively across teams and partners. You will be integral to the development and implementation of service specific Strategic Asset Management Plans, the Corporate Property Strategy and Corporate Property’s Service Plan for the next five to ten years.
You will be responsible for maximising the potential of our extensive property portfolio, ensuring buildings are safe, efficient and fit for purpose, and enable the very best outcomes for our communities and workforce.
Key responsibilities include:
- Developing and delivering the council’s Property Capital Programme, including education, fire and rescue, care, community and operational properties
- Ensuring the council’s property portfolio meets statutory, legislative and best-practice standards
- Managing re-procurement, contract management and transition to new strategic property delivery models
- Leading property rationalisation and redevelopment in response to changing council needs
- Providing strategic property advice and promoting good property practice to councillors, senior officers, commissioners and services
What we are looking for:
To be successful in this role you’ll have exceptional leadership and relationship management skills, together with demonstrable experience of leading successful teams. You will also bring:
- A degree in a relevant property subject, together with an appropriate chartered professional and/or relevant postgraduate property qualification
- A minimum of five years’ post-qualification experience in a senior leadership role within large, complex organisations, with a proven track record of delivering public services
- The ability to quickly establish strong, positive relationships across all organisational levels, including with elected Members
- Experience of developing and implementing planning, commissioning and performance frameworks in a multidisciplinary, political and partnership environment
- Effective budget management skills and demonstrable experience of achieving value for money

In line with our smarter working policy, this role will be hybrid, with an expectation of working in the office for two days per week.
