Lincoln Cornhill is proud to be working with a District Council based in the South East to source an interim Programme Director – Housing Transformation on a 6-12 month interim contract. You will be required to attend the office three days per week.
The candidate will be responsible for leading the delivery of the Council’s Housing Transformation Programme and Housing Improvement Plan, ensuring sustained improvement in housing services, regulatory compliance and resident outcomes.
The range of functions covered include:
- Working across the organisation, mobilising the full range of corporate capabilities (including IT, Digital, Procurement, Communications, HR and Finance) to ensure the programme is properly resourced and delivered effectively.
- Leading clear, robust reporting and engagement with the Social Housing Regulator, Members and senior leadership, ensuring confidence in delivery and progress.
- Developing and managing a comprehensive programme roadmap, milestones and delivery plans.
- Ensuring transformation is clearly structured, governed and aligned to corporate priorities.
- Driving pace, discipline and accountability in delivery.
- Identifying and securing skills, expertise and capacity from across the organisation.
- Ensuring strong alignment between housing and corporate systems, processes and programmes.
- Breaking down organisational silos and driving a whole-Council approach to improvement.
- Developing robust self-assessment, assurance and evidence frameworks.
- Overseeing the Council’s relationship with the Social Housing Regulator, including submissions and inspections.
Experience and skills required:
- Leading large-scale transformation programmes.
- Delivering regulatory improvement (Consumer Standards).
- Working across corporate services (IT, procurement, comms, HR).
- Leading regulatory reporting and stakeholder engagement.
- Ability to drive pace, accountability and delivery.
- Excellent communication skills for Members, Regulator and SLT.
