We have an opportunity for a Lead Engineer Works Services to join our team. The Role of the Lead Engineer is to manage the Works Services Engineering provide effective trained, multi-disciplined labour resources to Speciality Steels UK Ltd for delivery of Works Services, Utilities and Statutory Compliance processes.

The Role of Lead Engineer Works Services:
- To manage plant and infrastructure operations and maintenance, including associated contracts and agreed services to Rotherham, Stocksbridge and Brinsworth sites.
- To lead Statutory compliance processes, utilising internal and external resources and associated contracts including the governance of mandatory inspection standards for which this position fulfils the role of subject matter expert for the Speciality Steels businesses.
- To ensure that the department operates within agreed financial, operational, safety and environmental targets.
- Direct and control the operations of the Works Services resources to meet the business requirements of Speciality Steels UK Ltd sites to achieve the required standards of plant availability, costs and performance.
- Provide technical and engineering expertise to develop plant and resolve engineering problems.
- Formulate and control capital, revenue and major maintenance plans for Works Services and site infrastructure with responsibility for justification, and implementation of sanctioned schemes.
- Ensure that Departmental personnel and contractors operate within and comply with Liberty policy and statutory Health, Safety and Environmental legislation.
- Ensure that services provided are technically sound and employ most efficient practices in order to maintain a high standard of service and competitiveness.
- Lead and organise the resources required to ensure compliance with Control of Legionella in water systems for the Speciality business cooling towers and domestic water systems, including the development of responsible and deputy responsible persons within the team.
- Negotiate contracts with suppliers of Labour, specialist engineering services and equipment, and maintenance of plant to achieve the required standards of service and cost.
- Manage a framework of competence-based training and assessment of staff and Industrial grade employees and agency labour to an agreed training matrix and efficient time scales.
- Engage with Production areas; develop Service Level agreements and measures of customer satisfaction and service delivery.
- The Lead Engineer is responsible for managing staff and craft labour resources.
- The Lead Engineer has responsibility for engineering operations within the Workshop Services and Compliance Department and ensuring an efficient service is provided to all production departments to meet the needs of those departments within agreed budgets and to agreed standards.
- To meet these requirements the jobholder must have the ability to implement major decisions and obtain expert advice where required.
- The range of plant or resources covered means that these demands are almost routinely encountered such that they are constantly dealing with immediate and longer-term issues simultaneously amidst the normal day-to-day managerial workload.
- The Lead Engineer plays a key role in Continuous Improvement initiatives and advises on engineering design, maintenance and procurement.
- The role requires an individual who is capable of developing world best maintenance techniques and repair strategies within the constraints of agreed budgets and developing and managing service contracts that meet the requirements and expectations of the business.
- The department is responsible for the operation of business-critical assets Aldwarke Boilerplant, Aldwarke 2 Water treatment plant, Rotherham site River water treatment plant, and Compressed air generation as well as providing maintenance services to other site utilities in plant areas, and all office building maintenance services.
- The Department also manages the business Legionella control and water treatment systems, including chemical dosing, maintenance, cleaning and documentation associated with all Cooling towers and domestic water systems including Risk assessments and written schemes.
- The Lead Engineer is the contract manager for Statutory inspection services provided by external organisations and maintains the inspection register and associated records.
- The Lead Engineer is responsible for implementing safe working practices and procedures within his department to comply with all aspects of Health and Safety and Environmental legislation.
Required of the Lead Engineer Works Services:
- An Engineering degree is preferred, together with 5 years proven experience at Supervisory level.
- The role requires an individual who is capable of managing, motivating and developing a multi-functional engineering workforce.
- The jobholder should have commercial experience to identify and develop sourcing opportunities and negotiate with outside suppliers.
- The jobholder will have a strong Engineering management background together with practical knowledge of relevant plant and machinery in respect to operation and maintenance of Steam generation, Compressed air, Water services, and piped gas services.
- They should be a strong communicator, effective man-manager and possess good leadership skills.
- A detailed knowledge of Health, Safety and Environment legislation is required particularly around Utilities with an ability to implement the requirements as part of departmental operations.
- Expert Knowledge of the requirements and application of Control of Legionella in water systems and/or statutory inspection would be desirable.
- Where expert Knowledge is not held the job holder should have the capability of obtaining this knowledge via attending specific training.
