Tenure: Until the next scheduled appointment for a three-year term, due Q1 2029

Location: This role may be conducted predominantly remotely. Some in-person meetings may be required, usually in Lib Dem HQ (66 Buckingham Gate, London)

Time requirement: Flexible, with meetings at various times of the day, including during normal working hours

This is your opportunity to play a pivotal role in the Party's work. You will help us win by ensuring our financial resources are well used. You will oversee the party's finances as Chair of the FFRC and be accountable for our compliance with the Political Parties, Elections and Referendums Act 2000 (PPERA). Day-to-day compliance matters will be managed by specialist staff reporting to the Chief Executive. As FFRC Chair, you will also be a member of the Party's Federal Board and therefore work to deliver our overall strategy.

This person will be financially literate, strategic and regulatorily savvy, providing astute input into our financial planning and legal compliance. FFRC meets at least six times a year, scheduled outside of working hours and typically via Zoom. Any physical meetings will take place at Lib Dem HQ (66 Buckingham Gate, London) or at a location determined by the committee. Reasonable expenses will be reimbursed.

The Party Registered Treasurer works in partnership and close cooperation with the Finance & Resources and with the Governance and Technology teams. This is a volunteer role that provides scrutiny, oversight, and support to staff teams delivering the work, ensuring the Party is financially sound and legally compliant.

Interested candidates are advised to read this short introduction to the role published by the Electoral Commission. The Federal Board appoints this role. In the event of a contested selection, candidates will be required to take part in an online hustings.

Major responsibilities

  • Chair the Federal Finance and Resources Committee, FFRC;
  • Be a member of the Federal Board;
  • Support, oversee, but not directly manage our Compliance function;
  • Direct volunteer work relevant to the FFRC, including but not limited to:
    • The annual budgeting process;
    • Oversight of forecasting;
    • Scrutinising major financial proposals.

Although the Party Registered Treasurer is not expected to personally deliver the work involved in administering our compliance and financial function, they will provide independent scrutiny of the work of staff. They will also be expected to make final decisions on issues within their sphere of legal responsibility. Ultimately, the Party Registered Treasurer is legally responsible for our compliance with the Electoral Commission and electoral law under the Political Parties, Elections, and Referendums Act (PPERA).

Person specification

Candidates for the role of Treasurer must be members of the Liberal Democrats and able to demonstrate their affinity with the party's values, as well as an understanding of its structures, relationships, and financial needs. A commitment to the Liberal Democrats is required, but evidence of substantial prior involvement is not, and induction and training will be available. Prior professional experience in a relevant field, such as finance or risk, and/or experience as a non-executive, trustee, or similar scrutiny role, is highly desirable. They will be a strong listener, taking direction from specialist staff, while also being capable of asking challenging questions so as to hold others to account.
