We’re looking for our newest member of Leumi UK in our Compliance team! The purpose of the role is to support the Head of Compliance & MLRO in delivering the Compliance team’s objectives; primarily to protect Leumi UK from being used to facilitate and commit financial crime.
Responsibilities
- Deliver the Financial Crime Monitoring Programme (QA) within SLA. Identify issues/control breaches that require escalation, remediation and any consequent staff training needs.
- Undertake thematic reviews in key financial crime risk areas such as Fraud, ABC, Third Party Risk Management etc. and report findings to the MLRO.
- Prepare and deliver face to face Financial Crime and Compliance training to staff. This includes induction training to new joiners, ad-hoc training to all staff creating awareness following changes in regulation and law; tailored to suit LUKG’s business model and its products/services. Maintain training records.
- Support the MLRO in the financial crime enterprise-wide risk assessment.
- Maintain and enhance Leumi’s financial crime compliance and control framework to ensure the firm operates within its FC risk appetite.
- Support the MLRO in addressing any internal/external audit findings within agreed timescales.
- Be the subject matter expert offering timely advice to the Business desks/Customer Lifecycle Management on KYC/DD where needed, whilst simultaneously updating relevant procedures to provide clarity and consistency in processes.
- Maintain the Financial Crime Issue Management Log and oversee the implementation of agreed action plan to remediate control breaches.
- Maintain Compliance databases, assist in the production of management information and analyse risk trends against Leumi’s financial crime risk appetite.
- Support the MLRO in producing governance and risk committee financial crime reports.
- Assist in the periodic review and updating of financial crime policies and procedures.
- Continuous horizon scanning to remain informed of current and emerging AML regulations and guidance (e.g., UK MLRs, FCA Guidance, JMLSG, FATF recommendations etc.).
The ideal candidate will have:
- Suitable Financial Crime compliance experience with aspiration to progress as Leumi’s Senior Financial Crime Manager and Deputy MLRO in due course.
- Currently working or has previously worked in the 2nd line of defence, for a regulated financial services institution in the UK/EU/EEA with close attention to detail and experience in undertaking Quality Assurance, EDD, controls gap analysis etc.
- Robust understanding of AML/CTF risks associated with complex ownership/control structures to determine with confidence, KYC requirements of offshore investment vehicles used in the Commercial Real Estate sector. Such experience will have preferably been developed from working in a corporate banking or asset management environment. Previous FC experience in asset-based lending would be an added advantage.
- Familiar with legal structures using JPUTs, Trusts, SLPs, SCSp, SICAV, SICAF, LPs, LLCs etc.
- Experienced in overseeing transaction monitoring and sanctions screening. Understand emerging risks associated with sanctions circumvention, proliferation financing/dual use goods to support the MLRO in identifying and configuring proportionate screening/monitoring rules to help counter sanctions, AMLC/CTF risks faced by Leumi in conducting its business.
- Working knowledge of UK Money Laundering Regulations, JMLSG, FCA Financial Crime: a guide for firms, FATF Recommendations, Sanctions and other relevant legal/regulatory provisions.
- Exposure to wider Compliance functions such as Whistleblowing, Personal Account Dealing etc. would be an advantage.
- Good verbal, written and presentation skills. A proficient user of Excel.
- Ability to identify and critically evaluate information whilst always advocating best practice.
