Within the GCAP Joint Venture, in the GCAP Technical Leadership UO, we are looking for a Delivery Manager – Requirement Engineering for GCAP HQ in Reading (UK). This role reports to the Product Owner - Systems Engineering and is accountable for delivering and continuously improving the digital engineering capabilities that support the Requirements Engineering pillar. The focus is on enabling end-to-end requirements lifecycle management, rigorous traceability, configuration and variant control, change governance, and cross-partner integration across the programme.

The role therefore plans and executes a controlled transition from legacy and incumbent tools, ensuring safe coexistence, robust integrations, data quality uplift, and progressive capability drops. The Product Delivery Manager defines and brings into service reference architectures and technical baselines for Requirements Engineering, translates business and engineering needs into a clear capability roadmap and prioritized backlog, and ensures environments deliver end-to-end traceability from stakeholder needs to verified and certified capabilities through the DE Digital Thread.

Product Delivery and Lifecycle Management
  • Own the delivery and continuous improvement of Requirements Engineering capabilities, the target platform and managed coexistence of legacy RM tools during transition.
  • Provide specialized expertise in requirements lifecycle management across elicitation, decomposition, allocation, interface specification, verification and validation linkage, configuration baselining, and change control.
  • Translate business and engineering needs into a target-state roadmap, a transitional delivery plan, and prioritized backlogs covering pilots, migration waves, and integrations.
  • Advise on best practices for requirement quality, taxonomy and naming conventions, link semantics (satisfy, verify, allocate, refine), review workflows, and suspect link management.
  • Plan and execute data migration and consolidation, including information mapping, attribute harmonization, link preservation, unique ID strategy, baselining before cutovers, and post-migration validation.
Stakeholder and Business Engagement
  • Capture, challenge, and consolidate requirements management needs across teams and partners to prevent duplication and fragmentation.
  • Communicate product vision, scope, risks, and progress clearly to technical and non-technical audiences, including transparent messaging on transitional impacts and cutovers.
  • Define and design Domain and Supply Chain access models and onboarding to the capability, including secure partner exchange mechanisms (e.g., ReqIF packages with governance).
Governance, Standards and Data Quality
  • Ensure adherence to enterprise standards for Requirements Engineering reference architectures, environment baselines, and digital thread enablement.
  • Define and enforce data models, attribute schemas, taxonomy, naming conventions, link semantics, metadata standards, and access controls for both interim and target states.
Delivery Execution and Operational Excellence
  • Coordinate delivery across internal teams and suppliers, ensuring clear ownership and accountability for interim operations and target-state build-out.
  • Manage relationships with IBM and system integrators for DOORS NG, Global Configuration, and OSLC/ReqIF integrations; coordinate with legacy vendors during coexistence.
  • Run technology evaluations, proofs of concept, and pilots to de-risk integrations and migrations; confirm success criteria and acceptance gates.
Essential Qualifications
  • Degree in Engineering, Computer Science, Information Systems, or a related technical discipline.
  • Service Management certification (e.g., ITIL) or equivalent experience.
  • Project or Programme Management certification (e.g., APM, Prince2) or demonstrable experience managing complex, multi-phase transitions.
  • Minimum 10 years of experience delivering requirements engineering capabilities in complex programmes, including DOORS/DOORS NG configuration, governance, and cross-tool integration in particular with Cameo System Modeler and TeamCenter.
  • Proven experience in Aerospace and/or Defence programmes (minimum 10 years), with practical understanding of traceability, configuration control, certification evidence, and partner exchanges.
  • Strong knowledge of model-based systems engineering and digital thread enablement across requirements, design, test, and in-service data.
  • Strong financial and resource management skills, including planning, budgeting, and cost control for transitional and target-state operations.
Desirable Qualifications
  • INCOSE CSEP/ESEP or equivalent systems engineering certification.
  • SAFe or similar Agile delivery qualifications or demonstrable experience.
  • Experience operating parallel RM environments and executing data migrations at scale, including information mapping and validation automation.
