We are currently recruiting for a Senior Commercial Manager / Procurement Manager to join the team delivering Defence sector work across the Midlands, based out of our Birmingham office. The Senior Commercial Manager is responsible for all commercial and financial elements on a high value, complex construction project through pre-construction, delivery and final accounts stages, with a particular focus on the management of the procurement process and seeking compliance and efficiencies across the Bovis projects.
Responsibilities
- Development and compliance management of procurement strategies, including close management of tender event schedules, subcontractor capacity mapping and due diligence.
- Management of DEOP commitments in terms of the use of Defence Sourcing Portal, S1400 (Procurement Scope process) alignment and sharing of best practice across DIO portfolio of projects with other alliance members.
- Identifying procurement opportunities / buying efficiencies across Bovis projects.
- Leads the management of the cash position across projects with a focus at trade package level to deliver profit to the business in accordance with the business unit plan.
- Contributes to the robust implementation and management of commercial, legal, insurance and risk controls at package level feeding into the wider management of the project.
- Procure the project in accordance with approved strategy ensuring that orders are fully scoped, bought at best value and are correctly contracted in accordance with limits of authority.
- Accurate commercial reporting and contract administration with focus on trade packages and other supply orders, including interim payments, management of change accounts, cashflows, final accounting and contract administration.
- Adhering (and where necessary put in place) to structures and processes to ensure consistency of delivery across the project.
- Where the position has direct reports; developing team members to enhance the overall performance of the project and ensuring that project teams are appropriately resourced and that succession plans are in place.
- Managing supply chain relationships at package level to ensure a consistent and coordinated approach to procurement.

Professional Qualifications
- Professional Construction Qualifications relevant to the role or qualified by appropriate level of experience.
- Have a related Chartership such as MRICS.
- Degree in Quantity Surveying or other construction related degree.
Skills Required
- Experience within a Senior Commercial Manager role coupled with procurement experience and exposure in the public sector.
- Engagement with project teams (operations and commercial) to understand construction methodology and required supply chain / materials.
- Reporting and presenting supply chain / procurement strategies internally and externally.
- Supply chain skillset and locations, KPI compliance, due diligence checks, construction methodology, programmes and procurement timescales.
Knowledge Required
- NEC contract knowledge would be desirable.
- Due diligence, aligning with contractors and suppliers, accreditation in place.
- Supply chain, external checks and balances.
- Ensuring correct contractors who will stand the test of time.
Experience Required
- Senior Commercial Manager experience, understanding programmes, tender and procurement processes and construction methodology.
- Public sector procurement, working with wider stakeholders and alliance members, negotiation of bulk buying arrangements and phased procurement / call off scenarios.
- Due diligence - financial performance, capacity, accreditation, previous reviews.
- NEC contract experience and understanding / experience of target cost contracts.
- Clear understanding and experience of public sector procurement processes.
- Experience working with public sector clients.
- Experience of working for a principal contractor.
- Demonstrate excellent planning and organisational skills.
- Able to prepare subcontract documentation ready for engrossment by external parties.
