About the Role

As a Highway Authority, Leicestershire County Council has a statutory responsibility to manage its highway (network) in an effective manner, to control and reduce congestion and provide a high level of safe and reliable journeys to the road user.

The Network Management Service, within the Council’s Highways & Transport Operations division, takes an active role in the implementation of the Council’s Local Transport Plan with a primary focus on the Management, Coordination, and Inspection of Temporary Road and Street Works as well as Events which affect the Highway, which is a statutory responsibility for network management.

The Streetworks Compliance Inspector role makes an essential contribution to the delivery of The Council’s statutory responsibility under the New Roads and Street Works Act 1991 and achieves this by inspecting activities carried out on Leicestershire’s Highway Network under the governance of all relevant regulations, statutory guidance, and codes of practice, to ensure compliance and when necessary, take actions and apply penalties to enforce these controls.

The nature of the work may involve you carrying out work outside of normal working hours and at different locations than your designated base.

About You

To apply for this post, you must hold or have:

  • NVQ4 or equivalent, . BTEC Higher in Civil Engineering & NRSWA 1991 Supervisor accreditation, or demonstratable evidence of skills and experience in the Job Specification.
  • Experience of working within highways maintenance or civil engineering sectors and of working with utility providers.
  • Experience of using IT in a design office/ business environment including Microsoft Office or equivalent software and of interpreting and writing technical and non-technical reports and providing technical advice or drawings.
  • Experience of problem investigation and assessment.
  • Knowledge of current highways legislation, including the New Roads & Street Works Act and the Highway Act, together with highway design standards, construction methods and specialist materials.
  • Knowledge of highway inspection procedures and standards, of traffic management legislation and practice and of Highways Act and CDM regulations.
  • Experience of communicating with a range of audiences, including presentation and telephone skills together with the ability to remain calm and positive in challenging circumstances & can respond confidently to customers and colleagues with understanding and diplomacy whilst maintaining an objective and professional stance.
