Leicestershire County Council is seeking an Inspection & Enforcement Officer to support our Highway Control team, ensuring highway inspections are completed within defined timeframes, enforcing the Highway Act, handling customer enquiries and maintaining accurate records.

Salary: ÂŁ32,070 - ÂŁ34,359 per annum
Working Hours: Full Time – 37 hours per week

Key Responsibilities:
- Perform walk-and-drive highway inspections in accordance with the County Council’s Highway Maintenance Policy.
- Enforce the Highway Act and other relevant legislation, maintaining the integrity of the highway boundaries.
- Handle problematic customer enquiries, resolving conflicts with a customer-focused approach and following established protocols.
- Keep accurate records of inspections, enquiries, complaints, and ensure performance targets are met.
- Carry out work that may require working outside normal hours.
- Adhere to safety protocols as a “safety critical post,” including random drug and alcohol testing per policies.
Qualifications:
- Good standard of education, including English and Mathematics at GCSE Grade A-C (or equivalent), or experience meeting Person Specification.
- Construction knowledge and experience, including Highways Inspector accreditation, NRSWA Act 1990 Supervisor, or Traffic Management Qualification (12D T7) preferred.
- Experience resolving conflict situations calmly, with a customer-focused approach.
- Knowledge of highways maintenance or civil engineering environments and relevant legislation.
- Proficiency with ICT systems and business processes, strong organisational skills and ability to prioritise work.
- Knowledge of current legislation, policies and procedures (Highways Act, NRSWA, Traffic Management Act, etc.), with training provided after probation.
- Excellent verbal and written communication skills, confidence in customer interactions, and physical fitness for walked inspections in all weather.
