Leicestershire County Council maintain 2,575 miles of road across Leicestershire and as a Highway Authority, we have a statutory responsibility to manage our highway (network) in an effective manner.

Anyone wanting to carry out works on the road network in Leicestershire will need to apply for a permit before starting; typically this is utility companies, LCC and anyone that is working on a development for which planning permission has been granted and that affects the highway.

The objectives of the permit scheme are to:

  • Improve journey times and reliability for all road users
  • Reduce congestion caused by roadworks
  • Improve the information available on road works, including advanced warning and duration details
  • Increase the planning and control of works to improve safety and reduce damage to the road

Working with and providing support to a Network Coordinator and Streetworks Compliance Inspector your focus will be on a specific region of the County’s road network. As a Network Management Technician you will be responsible for assessing permit applications, making corrections and appropriate suggestions as required, and then issuing licenses to allow works to proceed. You will also support the Street Works Compliance Inspector, who carry out inspections on the network, by providing them with information, improvement notices or sanctions, including issuing penalties. In addition, you may also support the monitoring of progress and a satisfactory conclusion of any remedial works and report any non-compliance for further action.

As the nature of the work may involve the jobholder carrying out work outside of normal working hours at different locations than their designated base, you need the ability to travel to locations across the County as required.

About You

To apply for this post, you must hold or have:

  • NVQ3 or equivalent, i.e. BTEC in Civil Engineering or A-Levels A-C in relevant subjects, OR demonstratable evidence of skills and experience with a commitment to attaining the essential qualifications (supported by Leicestershire County Council)
  • Strong customer focus and able to liaise with customers and clients. Applicants must demonstrate good written and verbal communication skills.
  • Experience of accurately capturing, storing and retrieving information to meet customer and organisational needs.
  • Experience of using IT in a design office/ business environment including Microsoft Office or equivalent software.
  • Good verbal and written communication skills and good organisational skills and the ability to prioritise work.
  • Although not essential it would be ideal if you have experience of interpreting and writing technical and non-technical reports and providing technical advice or drawings.
  • It would also be useful if you have knowledge of current highways legislation relevant to the service area, CDM regulations & current highway design standards, construction techniques, asset management principles or maintenance standards.
