Leicestershire County Council maintains 2,575 miles of road across Leicestershire and, as a Highway Authority, has a statutory responsibility to manage the highway network. Anyone wanting to carry out works on the road network in Leicestershire will need to apply for a permit before starting; typically this is utility companies, LCC, and anyone working on development for which planning permission has been granted and that affects the highway. The objectives of the permit scheme are to:

  • improve journey times and reliability for all road users;
  • reduce congestion caused by roadworks;
  • improve information available on road works (including advance warning and duration details);
  • increase planning and control of works to improve safety and reduce road damage.

Responsibilities

  • Work with and provide support to a Network Coordinator and Streetworks Compliance Inspector with a focus on a specific region of the County's road network.
  • Assess permit applications, make corrections and provide appropriate suggestions as required, and issue licenses to allow works to proceed.
  • Support the Street Works Compliance Inspector by providing information, improvement notices or sanctions, including issuing penalties.
  • Monitor progress, contribute to satisfactory conclusions of remedial works, and report non-compliance for further action.
  • Travel to locations across the County as required, as work may occur outside normal working hours and at locations different from the designated base.

Qualifications and Skills

  • NVQ3 or equivalent, i.e. BTEC in Civil Engineering or A-Levels A-C in relevant subjects, or demonstrable evidence of skills and experience with a commitment to attaining the essential qualifications (supported by Leicestershire County Council).
  • Strong customer focus and the ability to liaise with customers and clients; good written and verbal communication skills.
  • Experience of accurately capturing, storing and retrieving information to meet customer and organisational needs.
  • Experience of using IT in a design office/business environment including Microsoft Office or equivalent software.
  • Good verbal and written communication skills and good organisational skills with the ability to prioritise work.
  • Desirable: experience interpreting and writing technical and non-technical reports and providing technical advice or drawings.
  • Desirable: knowledge of current highways legislation relevant to the service area, CDM regulations, current highway design standards, construction techniques, asset management principles or maintenance standards.
