We have an exciting opportunity to join the Information Management and Technology department at the University Hospitals of Leicester as a Project Manager. We are looking for an experienced Project Manager to join our established team and help deliver projects to support the e-Hospital agenda.
As a Project Manager in Digital and Data, you will be working closely alongside the Business Analysts and Solution Architects ensuring smooth delivery of an agreed programme of works that digitally enable the healthcare provision across our Acute hospital services, the wider Leicester, Leicestershire and Rutland Community and with partners across the East Midlands. Must be a car driver/owner or suitable alternative. It is anticipated that the use of public transport would not be acceptable for this post.
Main duties of the job:
- To manage multiple projects within Digital and Data delivering to the requirements defined.
- To ensure that projects are delivered seamlessly along complete care pathways between healthcare sectors to avoid silo working and retrospective project alignment.
- To have knowledge of a variety of project management methodologies and to utilise them appropriately to deliver projects successfully whilst making most effective use of funds and resources.
- To ensure governance and documentation arrangements are followed within the projects and they are governed through a project board which must receive timely and accurate reports of project progress.
- To be responsible for the management of project funds and report on expenditure to the relevant boards where applicable.
- To work with the Digital and Data PMO, Commercial Lead, Programme Managers and Senior Project Manager to ensure effective project controls and assurance.
- To ensure that benefits are captured during the project so that they can be quantified at project closure.
- To ensure that BAU considerations are considered throughout the project and that the project is successfully transitioned to BAU support at the completion of the project.
- To work in partnership with the Digital and Data staff to ensure effective use of operational resources on projects.
- To be accountable for the activities of the staff within your project team whilst maintaining a supportive and inclusive team working environment with opportunities for staff to showcase their skills and expertise.
- To work with key stakeholders within in-flight projects to maintain good communication and engagement helping to remove barriers to change or success.
- To work with other project manager colleagues within Digital and Data to maximise the use of project staff to ensure that their skills are efficiently used between projects.
- To represent UHL at specific external regional/national forums with respect to the National Programme of IT or similar Digital and Data initiatives specifically related to the project/product.
- To represent the interests of the customers at programme/project delivery meetings and other such forums.
- To engage with and influence the implementation of Digital and Data transformation initiatives and Digital and Data Strategy where appropriate.
Person Specification:
- Analytical and Judgement skills: Experience in collecting, analysing and forming judgements and recommendations on a wide range of information. Experience using personal judgement of when to escalate risks and issues for resolution.
- Communication and relationship skills: Experience in building and managing a wide range of stakeholders. To demonstrate compassionate and inclusive leadership styles. Experience in managing conflicts. Building relationships with clinical stakeholders and external suppliers.
- Experience: At least 1 year’s experience in a project management role exposed to clinical and patient administration systems. At least 1 year’s experience of membership of Prince2/Agile Project Boards as project manager within the NHS. At least 1 year’s experience of working with the NHS. Experience of managing capital & revenue budgets (>£50k). Experience managing complex, sensitive and contentious projects. Experience of system procurement, system migration, supplier and contract management. Experience of business case development. Experience of Project Initiation Process. Experience of option appraisal work. A track record of successfully delivering projects. Experience of working with clinical and service leaders in a project setting. Application of Risk Management within an IT environment. At least 1 year’s experience with working with major healthcare system providers within the NHS as a project manager or similar role.
- Training and Qualification: Qualified to degree level with a high proportion of IT content or equivalent skills or experience in NHS Digital and Data/IM&T. Qualified Prince2/Agile Practitioner with up to date accreditation. Good working knowledge of Cranfield Benefits Realisation.
- Skills: Knowledge of health service and in particular clinical portfolio of products and how systems, processes and people are linked together to support hospital services. Problem solving capabilities of a high order as this role will have to deal with multiple project resource allocations and contentious influencing issues. The ability to concentrate in a busy environment with decision making and facilitation skills of the highest order. Experience of change management. Good leadership skills to ensure delivery of successful projects on time and to budget. Good negotiation skills to secure commitment of key resources to the delivery of the project outcomes. Confident in their abilities, can work under pressure to tight deadlines. Advanced Skills in MS Office and MS Project. Must have a good working knowledge of the functions performed by some clinical and patient administrative systems and the interoperability and integrations between them. Must have an excellent knowledge of change management techniques through practical application. Understanding of NHS Connecting for Health and other NHS national Policy and its impact on NHS organisations locally. Understanding of NHS structure and its constituent organisations.
- Planning and organisation skills: To have good time management skills to meet deadlines. To work independently. To track and monitor progress and take corrective action where required. Experience of using MS Project as a scheduling tool.
- Physical skills: Must be able to demonstrate commitment to customer facing service. Must be committed to self-development and be enthusiastic about acquiring new skills and embracing new technologies. Must be committed to continuous development of the team’s skills to ensure the department stays abreast of latest technological developments. Excellent communicator with good presentation skills. Must be able to commit to working outside of core hours, with occasional evening and weekend working. Will be required to travel nationally and could lead to early starts or late evenings to make meetings as a result or occasional overnight stops in hotels.
