Region & Location: Central, Hybrid – Home and Leicester City Offices (St Margaret’s Bus Station or 10-12 Rutland Street)

About the Role: Full time, permanent position working 37 hours per week (Monday to Friday). The Service Manager will lead the Capital Team in delivering major capital projects that shape the future of the city, providing strategic leadership and professional expertise across a diverse portfolio of high-value and high-profile capital schemes. The role reports to the Head of Capital Programmes and is responsible for translating the Council’s priorities into well-governed, well-delivered projects that provide lasting benefits for residents, businesses, and communities.

What You'll Be Doing:

  • Lead the delivery of major capital projects and programmes from business case through to completion.
  • Ensure robust governance, risk management and compliance with Council policies and statutory requirements.
  • Manage significant capital budgets, maintaining strong financial and commercial control.
  • Drive continuous improvement, value for money, sustainability and social value in capital delivery.
  • Act as a senior client lead, working closely with elected members, senior officers, partners and funders.
  • Provide clear leadership to a multi-disciplinary team and external consultants.

What You'll Need:

  • Substantial experience delivering complex capital projects or programmes, ideally within a local authority or public sector environment.
  • Strong leadership and people‑management skills with the ability to manage competing priorities in a political setting.
  • Proven track record of managing large capital budgets and complex stakeholder relationships.
  • Excellent communication skills and confidence to operate at a senior level.
