Consultant In Public Health

We are looking for an innovative and proactive Public Health Consultant to provide expert advice on public health standards and practice as well as lead on the development and implementation of significant public health programmes, in partnership with a range of agencies in the statutory, non-statutory, voluntary and private sector.

Main duties of the job:

• You will provide leadership for the intelligence function of the division which is delivered through our Senior Intelligence manager and her team.
• You will lead our Public Mental Health Team and associated programmes, including suicide prevention.
• You will lead and develop our research portfolio, working with universities and other academic bodies to ensure research undertaken in the city is to the benefit of local communities.
• You will also be responsible for the performance management, quality assurance and clinical governance of public health commissioned services which is led by our group manager and his team of commissioning officers.
• Your team will also include the business management functions for the division (finance, risk management, business continuity) this is delivered by the business manager and the admin team.
• You will work alongside other consultants and the Director of Public Health.
• The post is hybrid with some days based at City Hall in Leicester and some time spent working remotely. You may be required to work outside of normal office hours.

Job responsibilities:

• Overall Purpose of Role: To provide decisive and effective leadership to team(s) in line with the councils Vision & Values and Leadership Qualities that enables them to do their best work resulting in high levels of people and organisational performance.
• The Consultant in Public Health gives expert advice on public health standards and practice and leads on the development and implementation of significant public health programmes, in partnership with a range of agencies such as those in the statutory, non-statutory, voluntary and private sector.
• Receive, interpret, provide and advise on highly complex epidemiological and statistical information about the health of populations to the NHS, Local Authority and voluntary organisations and ensure agreement with Public Health England (London) for health protection matters.
• Ensure the use of the best available evidence base to support the assessment of health needs, health inequalities, health impact assessment and the identification of areas of action within the local population.
• Provide expert public health advice and leadership to support and inform an evidence-based approach within ethical frameworks for commissioning and to develop high quality equitable services, across primary, secondary and social care, and across sectors including local authorities, voluntary organisations and others, in potentially contentious and hostile environments where barriers to acceptance may exist.
• Be responsible for the development and implementation of multi-agency long-term public health programmes as required, based on identification of areas of potential health improvement, the diversity of local needs and the reduction of inequalities.
• Undertake and commission literature reviews, surveys, audit and research projects to inform an equitable service and target inequalities, taking the lead on Research and Development for the Council and CCG when appropriate.
• Raise awareness of the contribution of public health skills and knowledge in the local health community, including the local authority and the voluntary sectors; by contributing to teaching at undergraduate and postgraduate level and by supervising those training and working in public health.
• Carry out other miscellaneous duties associated with the role.

Person Specification:

Qualifications Essential:

• The National Health Service (Appointment of Consultants) Regulations 1996.
• Inclusion in the GMC Full and Specialist Register with a license to practice/GDC Specialist List or inclusion in the UK Public Health Register (UKPHR) for Public Health Specialists at the point of application.
• If included in the GMC Specialist Register/GDC Specialist List in a specialty other than public health medicine/dental public health, candidates must have equivalent training and/or appropriate experience of public health practice.
• Any public health speciality registrar applicants who are currently on the UK public health training programme and not yet on either the GMC, GDC or UKPHR specialist register must provide verifiable signed documentary evidence that they are within 6 months of gaining entry to a register at the date of interview.
• Applicants going through the portfolio registration routes (GMC or UKPHR) are not eligible to be shortlisted for interview until they are included on the register.
• If an applicant is UK trained in Public Health, they must ALSO be a holder of a Certificate of Completion of Training (CCT) or be within six months of award of CCT by date of interview.
• If an applicant is non-UK trained, they will be required to show evidence of equivalence to the UK CCT FFPH (fellowship of the Faculty of Public Health) or MFPH (Membership of the Faculty of Public Health) by examination, by exemption or by assessment.

Experience Essential:

• Substantial experience of effective commissioning of services.
• Practical experience in facilitating change.
• Significant experience of successful partnership working to meet the aims/objectives of a large service organisation.
• Applicants must have current UK professional registration.
