Are you an experienced and motivated individual who is looking for their next step in their professional career? We’re currently seeking a Service Manager to play a key role in leading our Capital Team to deliver major capital projects that shape the future of the city.
Reporting to the Head of Capital Programmes, you’ll provide strategic leadership and professional expertise across a diverse portfolio of high-value and high-profile capital schemes. You’ll join a dedicated team to translate the Council’s priorities into well-governed, well-delivered projects that provide lasting benefits for residents, businesses, and communities.
This is a full time, permanent position working 37 hours per week (Monday to Friday). You’ll have flexibility in hybrid working being both office based, at St Margaret’s Bus Station and/or 10-12 Rutland Street with the expectation of visiting the office for a minimum of 2 days a week.
What you’ll be doing
As a Service Manager you’ll be responsible for leading the delivery of major capital projects and programmes from business case through to completion. Ensuring robust governance, risk management, and compliance with Council policies and statutory requirements. Within this role, you’ll also manage significant capital budgets and ensure strong financial and commercial control. Your day-to-day objectives will include, but not be limited to, driving continuous improvement, value for money, sustainability, and social value in capital delivery.
You’ll act as a senior client lead, working closely with elected members, senior officers, partners, and funders whilst simultaneously providing clear leadership to a multi-disciplinary team and external consultants.
What you’ll need
With substantial experience delivering complex capital projects or programmes, ideally within a local authority or public sector environment, you’ll have strong leadership and people-management skills, with the ability to manage competing priorities in a political setting. In addition, you’ll have a proven track record of managing large capital budgets and complex stakeholder relationships. You’ll have excellent communication skills and the confidence to operate at a senior level.
