The Head of Project Delivery (HoPD) is responsible for the timely delivery of utility infrastructure and supporting documentation from the point of handover by the Business Development Team to the point of handover to the Asset Management Team. The principal priorities for those assets being that they are designed, constructed, installed and commissioned to best industry standard, be that by Leep appointed contractors or by suitably qualified 3rd parties.
The HoPD shall be responsible for ensuring the Project Delivery Team provides accurate forecasting of connections for the projects in construction. They shall make sure that data is fed into the Performance Asset Review process and that Leep stakeholders are informed of all material changes to the forecasts in a timely fashion. The HoPD will ensure that construction defects are identified and suitably mitigated in terms of construction quality, operational risk or financial liability. They shall ensure that all Leep Project Delivery personnel are adequately trained in line with their respective role competency, including Safety, Health, Environmental and Quality aspects. They will be accountable for ensuring that all personnel within the team understand their personal SHEQ responsibilities and follow Leep’s processes and procedures accordingly.
Key Responsibilities
- Line Management of the Project Delivery Team, including appraisals of direct staff, coaching and development, resource planning and budgeting.
- Ensuring that all Legislative & Leep SHEQ requirements are complied with on assets and sites under the Project Delivery teams’ supervision and control.
- Responsibility for ensuring compliance with all Leep policies and procedures.
- Responsible for monitoring and managing of the Group Project Delivery budget.
- Verification and audit of all contractors which the Project Delivery team will engage with or employ, inclusive of SLPs and ICPs from whom works will be adopted.
- Development and maintaining the systems required to ensure that all project work is auditable and that compliance with requirements is demonstrable.
- The production of Board level reporting formats, including accurate forecasting for lifecycle, annual and quarterly time periods via the Director of Operations.
- Development and ongoing management of the Project Delivery Acceptance and Handover processes.
- Conducting project risk reviews and manage actions arising to minimise company risk and maximise commercial returns.
- Leading and guiding Project Managers to ensure they are fully equipped and competent to foresee problems and identify possible solutions or step in to ensure the problem is eradicated at the earliest opportunity.
About You
- Experience of working in a DNO / IDNO organisation within a Project or Operational Capacity.
- Extensive knowledge of the Water Industry NAV process.
- Excellent knowledge of multi utility industry asset standards.
- Significant contract management experience.
- Strong people management skills.
- Experience of developing and managing personnel.
- Strong financial acumen and a track record of adhering to budgets.
- Significant experience and knowledge of H&S management and audits.
- In-depth understanding of regulatory standards applicable to the business and the processes required to be compliant with them.
- Expert knowledge of asset adoption and delivery legal requirements.
- Strong computer and reporting skills.
