A vacancy has arisen in the Highways and Transportation Technical Support team for a Technical Support Officer, providing support to the three highways depots across the city.

The role is a diverse role that includes staff management, ordering materials and plant, distributing customer reports regarding potholes and applying for street works permits for planned works. Being able to demonstrate a knowledge of materials and plant in construction would be advantageous; however full training will be provided.

The role is currently based at our Seacroft and Pottery Fields depots on a rota basis. Work will be flexible within the depot; a presence in the office 7.30 am – 3.30 pm Monday – Thursday and 7.30 am – 3.00 pm Friday is required.

This is a full‑time vacancy of 37 hours per week, annual leave entitlement of 26 days rising to 31 days after 5 years continuous service.

Job Purpose

Day to day supervision of staff providing administrative support to Seacroft, Henshaw and Pottery Fields depots, including ordering materials through contract suppliers and payroll documentation for Highways Operatives.

Key Elements of the Role

  • Deliver a Technical Support Service to the Depot Managers, Seacroft, Henshaw and Pottery Fields in respect of the Traffic Management Act duties.
  • Supervision of and participation in the receipt of instructions from sites for the delivery of materials and services, placing purchase orders with contracted suppliers against pre‑determined prices, liaison with the Purchasing Agency on matters concerning delivery, quality and other supply problems, resolving queries and problems.
  • Supervision of the processing of all required payroll documentation, recording sickness, holidays, and other absences of the depot staff, processing timesheets and compiling data of worked hours for payroll purposes to specific deadlines, dealing with payroll enquiries.
  • Allocation of HM/HQ costing job numbers in relation to client work.
  • Preparing and controlling documentation in relation to claims from plant hire companies.
  • Day to day responsibility to ensure effective systems are in place for the ordering of plant and materials for the divisions three depots, and the effective use of the annual budget.
  • Supervise the monitoring performance, and provide support for the input and management of highway works related data for effective management of the depot operations and compliance with the requirements of the Traffic Management Act.
  • Daily management of the purchase card orders.
  • Deputise for the Technical Support Manager.
  • Knowledge of the statutory TMA regulations and legislation within which Highways and Transportation operate.
  • Understanding of Local Government and Highway functions.
  • Knowledge of the Profess System.
  • Working knowledge of FMS.

Responsibilities

  • Work in conjunction with Senior Managers to develop new policies and methods of working in response to changes in legislation and best practice. Comply with Standing Orders, Financial Regulations and Quality Assurance procedures.
  • Day to day responsibility for ensuring timely delivery of the service and relevant budgets.
  • Analyse and collate data for the provision of accurate management information and production of reports.
  • Identify problems and areas for improvement and offer solutions.
  • Experience of supervising, appraising and developing team members.
  • A commitment to personal development and to keep informed of legislative policy changes.
  • To participate in appraisal, training and development activities as necessary to ensure up to date knowledge and skills.
  • To improve own practice through observation, evaluation, discussion with colleagues and appropriate CPD programmes.
  • To work collaboratively with colleagues, knowing when to seek help and advice.
  • Contribute to the overall ethos, work, and aims of the service by attending relevant meetings, training days/events as requested.
  • Be aware of and comply with Leeds City Council policies and procedures e.g. child protection, health, safety and security, confidentiality and data protection, reporting all concerns to an appropriate person.

Knowledge Required

  • Knowledge and experience of adhering to procedures and legislation relating to confidential information and financial regulations.

Experience Required

  • Experience of using IT applications and systems to produce, record and evaluate information.
  • Experience and understanding of the importance of providing excellent customer services and experience of dealing positively with challenging situations.
