In this role you lead and co-ordinate high-profile place and regeneration programmes to deliver Leeds’ ambitious growth agenda.
You will work across culture, heritage, economic, housing, and spatial initiatives, managing multi-sector partnerships to unlock development opportunities.
The role combines strategic leadership with hands-on delivery, supporting major anchor projects and inward investment.

Responsibilities
- Lead and coordinate multi-disciplinary teams to deliver complex place and regeneration priorities
- Secure delivery through funding bids, viability assessments, grants/loans, regeneration frameworks, land assembly, and inward investment
- Drive programme activity across three thematic roles (Culture & Heritage, Economic & Spatial, Housing & Spatial) for major projects
- Develop workloads within budgets, ensure procurement compliance, and monitor progress to timescales
- Maintain stakeholder engagement with staff, councillors, partners, and communities to support accountable governance
- Broker partnerships, convene cross-sector collaboration, and align professional disciplines to achieve regeneration outcomes
- Position Leeds for funding opportunities and lead on land development, JV structures, and inward investment campaigns
- Produce regeneration visions, masterplans, and development briefs; support planning policy development and evidence gathering
- Key requirements
- Significant experience delivering place/regeneration projects and leading multi-disciplinary teams
- Strong track record in complex commercial negotiations and stakeholder management
- Experience in land assembly, joint ventures, developer procurement, viability assessments, and funding/financing
- Knowledge of policy, legislation, and public sector funding processes relevant to regeneration
- Ability to manage large budgets, procurement processes, and performance, with strong reporting skills
- Excellent communication and executive-facing briefing capabilities
- Experience collaborating with public and private sector partners (Homes England, WYCA, investors)
- Degree-level qualification; professional accreditation desirable
- Ability to manage multiple projects with conflicting deadlines and deliver tangible outcomes
