About the role: This is an opportunity to play a leading role in a major council-wide system migration from Idox to Arcus. Working across council services, technical teams and suppliers, you will lead the data, systems and performance workstream underpinning the migration. You will translate operational requirements into effective system, data and reporting solutions, while providing clear assurance that the new platform is ready for implementation. You will oversee data discovery, profiling, cleansing, mapping, transformation, migration, reconciliation and validation. You will also support the design, configuration and testing of Arcus, including workflows, forms, interfaces, integrations, access controls and management information. Beyond implementation, you will help establish sustainable arrangements for system ownership, data stewardship, reporting and continuous improvement. You will ensure that Arcus integrates effectively with the council’s wider data architecture, creating secure and reliable foundations for joined-up insight, advanced analytics and the responsible use of artificial intelligence.
About you: We are looking for an experienced data and systems professional with the technical expertise, leadership skills and practical judgement needed to support a complex migration. You will bring:
- Experience of Idox and/or Arcus, with an understanding of the data, workflows, processes and reporting requirements associated with local government or regulatory services systems.
- Substantial experience of leading data, systems, reporting or performance workstreams within a complex transformation, migration or system implementation programme.
- Strong practical experience of data profiling, cleansing, mapping, transformation, migration, reconciliation, validation and quality assurance.
- Experience of defining business and technical requirements and supporting system configuration, workflow development, integration, testing and implementation.
- Knowledge of relational databases, data models, SQL, APIs, system interfaces, extract-transform-load processes, metadata, access controls and data architecture.
- Experience of relevant Microsoft technologies, such as Power BI, Power Query, Excel, Power Platform, SQL Server, Azure SQL, Microsoft Fabric or Azure data services.
- A sound understanding of data governance, information security, data protection, records management and accessibility requirements.
- The ability to lead complex work, manage risks and dependencies, challenge constructively and communicate technical information clearly to services, suppliers and senior stakeholders.
You will be confident working across organisational and technical boundaries, able to identify practical solutions to complex data problems and committed to leaving services with trusted data, effective reporting and sustainable system arrangements.
