This is a hands-on technical leadership role for someone who wants to shape and improve online council services used by residents, businesses and staff across Richmond and Wandsworth.
You will lead a small team of Digital Developers, while still contributing directly to development work yourself. You will manage and improve our website, CMS, online forms, integrations and bespoke digital tools, making sure our online services are secure, accessible, reliable and easy to use.
The successful candidate will bring strong web development skills, sound technical judgement and the ability to lead delivery in a practical and supportive way. You will be comfortable working across HTML, CSS, JavaScript, .NET, APIs, SQL, CMS platforms and modern development practices. You will also be interested in how AI and emerging technologies can improve productivity, streamline processes and enhance digital service delivery.
This role offers the opportunity to influence the future direction of digital services across two London boroughs, helping to deliver modern, accessible and user-centred online experiences that make a real difference to residents and staff alike.
You will be the main point of contact for digital development activity and will manage the configuration, development, hosting and support of the council website and content management system, Umbraco. You will also manage development on the council’s online forms platform, Granicus, including online services and integrations. You will oversee the workload of the digital development team, making sure capacity is planned and allocated effectively. You will provide technical direction to Digital Developers, support secure development practices, and ensure that team developments are tested, documented and aligned with security standards before going into production.
The role is also hands-on. You will work on your own development tasks, support the development of bespoke website tools and services, and help identify and implement software tools that improve how the team works. You will keep up to date with modern technologies, frameworks and industry best practice, looking for opportunities to make solutions more secure, scalable and innovative.
Essential Qualifications, Skills and Experience
- Strong hands-on experience building and maintaining websites and web applications, including the ability to write, review and troubleshoot HTML, CSS and JavaScript.
- Strong working knowledge of ASP.NET / .NET Core for web application development, with the ability to build, maintain and integrate RESTful APIs.
- A good understanding of CMS platforms, web architecture, APIs, hosting, version control, deployment pipelines and cloud environments.
- Strong understanding of accessibility standards, including WCAG, web performance and secure web development, including OWASP.
