About The Role

We are seeking a dynamic and visionaryProgramme Director to lead the development and launch of a new professional body dedicated to supportingMonitoring Officersand senior governance professionals in local government. Monitoring Officers are typically the most senior lawyer or governance professional within a local authority, working alongside the Chief Executive and the Chief Finance Officer to ensure the Council remains legal, compliant, and ethical in its operations.

The professional body will be part of Lawyers in Local Government – an organisation which is growing in confidence which has an increasingly respected voice renowned membership organisation within the local government sector.

Working with LLG’s Chief Executive and a group of experienced monitoring officers the successful candidate will lead the work to create the new body; this is a rare opportunity to shape a new body from the ground up – from strategic planning and operational delivery to member engagement and policy development. You will be the driving force behind the organisation’s creation, growth, reputation, and impact.

Key Responsibilities

  • Organisational Development: Lead the planning, build, and launch of the new professional body, including systems, structures, and services.
  • Membership Growth & Engagement: Develop and implement strategies to attract, retain, and engage members. Build a strong value proposition for senior legal and governance professionals.
  • Policy & Advocacy: Draft or commission policy papers and thought leadership content on legal and governance topics. Brief directors/officers or represent the organisation in key forums and consultations. Elevate the voice and the visibility of the Monitoring Officer.
  • Stakeholder Engagement: Build strong relationships with central and local government leaders, legal professionals, other membership bodies, and corporate partner organisations. Communicate confidently at a senior level and with the press.
  • Governance Support: Service and contribute to meetings of the Board of the Professional Body, ensuring effective governance and strategic alignment.
  • Events & Training: Organise, host, and/or oversee delivery of high-quality conferences, networking events and training programmes tailored to the needs of Monitoring Officers.
  • Leadership & Culture: Inspire confidence in a senior membership base. Foster a culture of excellence, inclusion, and innovation.
  • Change Management: Lead the organisation through its formative stages, adapting to challenges and opportunities with resilience and creativity.
  • Working as part of LLG

Work as a member of the LLG leadership team to ensure values and objectives of the professional body and the rest of LLG are aligned and work in harmony.

About You

We’re looking for a confident, motivated self-starter with a positive mindset and a passion for public service. You’ll bring:

  • Proven experience in building or leading an organisation, programme, or initiative.
  • Strong planning and project management skills.
  • Excellent communication and interpersonal skills, with the ability to engage senior stakeholders and develop and maintain the trust of members.
  • Experience of working with membership organisations, policy development, or professional services (desirable).
  • Understanding of local government and the role of Monitoring Officers (desirable).
  • A collaborative, inclusive leadership style with high integrity and professionalism.
