Your Role

The role is designed to support the delivery of profitable growth in the Public Sector by providing dedicated BD capacity across agreed frameworks, clients and campaigns. Working closely with the Sector Strategy & Growth Lead (SSGL), Public Sector leadership team/Partners and a wider team of marketing & business development colleagues, the role focuses on managing day‑to‑day BD activity, pipeline opportunities and a portfolio of client relationships.

Key Responsibilities

  • Day‑to‑day management of frameworks and/or sub‑sectors, leveraging the opportunities they present (specific frameworks/sub‑sectors as agreed with SSGL).
  • Designing, implementing and regularly reviewing BD plans for defined framework/sub‑sectors.
  • Supporting targeted client/relationship development to position TLT to capitalise on framework opportunities.
  • Creating compelling collateral to support these initiatives, including prospectuses, credentials, adhoc proposals and relationship snapshots.
  • Supporting roll‑out of relevant firm/sector campaigns to broaden and deepen engagement, ultimately driving growth and new work opportunities.
  • Assisting with the management of relationships with relevant public sector bodies, intermediaries and membership organisations.
  • Contributing ideas and delivery support for events, sponsorships and profile‑raising activity aligned to sector priorities.
  • Providing regular BD activity and framework updates to senior BD and sector leads.
  • Ensuring best practice, learning and insight are captured and shared across the Public Sector BD community (Framework & panel management).
  • Opportunity tracking and call‑off management – capturing planning and early‑stage opportunity development for upcoming public sector procurements.
  • Contributing to bid/no‑bid discussions by providing market insight, framework context and past performance intelligence.
  • Supporting Lead Partner/s with framework performance reviews, including reporting on activity levels, ROI, profitability analysis, opportunities and outcomes.
  • Framework compliance such as reporting, internal training, audits and KPIs (where required), working with other business services colleagues to ensure all obligations are fulfilled.
  • Shaping and delivering a programme of added & social value activities (including events) which deliver measurable impact, drive growth and client engagement.
  • Escalating risks, issues or improvement opportunities to senior BD or sector leads as appropriate; contributing to relevant bids/tenders and sharing relevant information with those working on other sales opportunities.
  • Managing and driving profitable growth across a portfolio of priority public sector clients.
  • Creating and delivering strategic (firm‑wide) client plans with clearly defined opportunities, financial targets and actions, working closely with CRPs and Service Line to broaden/deepen relationships and expand the scope of instructions.
  • Sharing hot topics, regulatory updates and market insights regularly to support partner and client team knowledge.
  • Actively building a personal network of client contacts (e.g. procurement/commercial).
  • Supporting client listening programmes and feedback loops to improve service delivery and inform service innovation.
  • Supporting partner‑led growth strategies and relationship reviews.
  • Contributing to panel reviews and bids for clients in the programme and sharing relevant client information with those working on other sales opportunities.

Your Skills and Experience

  • Graduate or equivalent, with experience working business development/ client development within a professional services environment.
  • Understanding of the UK Public Sector market, including frameworks, panels and procurements, would be advantageous.
  • Enthusiastic, confident, proactive and robust.
  • Excellent organisational skills – able to multi‑task and manage time effectively.
  • Excellent communication and interpersonal skills, gaining respect and credibility quickly, especially with senior stakeholders.
  • Able to communicate and present clearly, concisely and credibly.
  • Capable of working well under pressure and driving major projects to completion.
  • Ability to understand wider business issues and generate new ideas to add value to the business development process.
  • Highly commercial – able to understand business issues impacting our clients.
  • Ability to assimilate large amounts of information quickly and an interest in learning.

Your Team

You will report into a Business Development Manager and be part of the Business Development & Marketing team. The Business Development & Marketing team are instrumental in creating awareness of our brand to identify and win new business opportunities as well as delivering for our existing clients. This involves establishing and nurturing relationships and using everything from events to media relations to tenders to explore new business ideas. Within the team, we have specialists in Business Development, Bids, Internal and External Communications, Campaigns, PR, Client Engagement, Marketing and Design and Marketing Operations.
