Cardiff is growing faster than any other capital city in Europe and we have an exciting opportunity for 10 dynamic individuals to join Recycling Neighbourhood Services. This role puts you at the heart of a city-wide campaign to improve recycling, reduce waste sent to incineration, and support Cardiff in meeting national recycling and environmental targets.
As a Recycling Communications Officer, you will play a direct role in changing behaviours, supporting residents, and helping communities make positive, lasting environmental changes.
The role of a Recycling Communication Officer is to be 'the voice' of Cardiff's recycling and waste service, empowering residents to use the recycling services available to their full potential. This includes speaking with residents, community groups, schools and trade customers through a range of door knocking and community outreach sessions. Your conversations will include the correct presentation of waste, the benefits of recycling, how to reduce waste etc.
Key responsibilities include:
- Carrying out early-morning waste and recycling participation monitoring ahead of collections
- Recording and analysing data to identify recycling trends and areas for improvement
- Speaking with residents through door-knocking and follow-up visits to understand barriers to recycling
- Delivering outreach and engagement sessions at community venues, events and schools
- Promoting waste reduction, reuse and correct recycling practices
- Supporting the development of Cardiff’s waste and recycling strategy through surveys and research
You will help to provide key data, to develop Cardiff's waste strategy. This will include the completion of face to face surveys, on street monitoring and desk based research.
What We Are Looking For From You
We are looking for enthusiastic, approachable individuals who enjoy working with people and care about the environment. You do not need previous experience in waste or recycling services, as full training will be provided.
You will have a genuine interest in environmental issues and sustainability, along with the confidence to communicate clearly and positively with people from all backgrounds, whether on a one-to-one basis or when speaking to small groups. You will be friendly, professional and comfortable engaging with residents in their communities.
You will be well organised, able to manage your own workload effectively, and confident working both independently and as part of a wider team. Flexibility is important, as the role will include early-morning monitoring work and varied activities to meet service demands.
You will also be comfortable explaining change in a clear, supportive and encouraging way, helping residents understand recycling requirements and overcome any barriers they may face.

These posts are temporary until 31st March 2028. Internal candidates who wish to apply for this position on a secondment basis must obtain approval prior to application using Form SEC1 (4.C.081). Requests may only be approved by the relevant Director/ Assistant Director/ Chief Officer or senior nominated officer graded no lower than OM2 or in the case of schools based staff the Headteacher / Governing Body.
