Rate Guide: 65–70k (Neg DOE), car/allowance and excellent benefits package

Our Client is an integrated design and build provider working in the water sector. With over 1,000 staff across eight regional centres, supporting six long–term water sector frameworks and two recently won frameworks.

The Role: Our client is looking to strengthen their SHEQ Team with a Health and Safety Manager based at either Hattersley, Preston or one of their Major Projects with hybrid working available. You will report directly to the Regional Head of SHEQ, and your role will cover United Utilities Region.

Responsibilities

  • Provide leadership and support to management teams on the implementation of HSE guidance and best practice.
  • Promote exceptional health and safety standards to direct and subcontracted work force.
  • Promote a positive health and safety culture where employees are encouraged to report unsafe acts, behaviour and near misses.
  • Ensure that all work is carried out in accordance with any applicable H&S Legislation.
  • Advise and support Managers and Supervisors to discharge their responsibilities for the H&S of employees and others.
  • Ensure management controls are in place so all personnel are aware of their statutory duties and responsibilities, and to provide advice.
  • Carry out systematic audits and inspections of construction sites, mobile workplaces, offices and other workplaces to verify compliance with the legislative requirements and compliance with the requirements of the H&S management systems.
  • Develop and deliver audit regime in line with both project and business requirements.
  • Report the findings of assessments to site management and jointly agree any actions required and timescales for completion.
  • Monitor the satisfactory resolution of H&S issues.
  • Liaise with Operations to ensure actions arising are closed out in a timely manner and feed back into management review meetings.
  • Assist with the on–going development and maintenance of the UU Enterprise SHEQ Strategy.
  • Work alongside the Quality Manager in the development and maintenance of H&S–related documentation within the IMS.
  • Lead, partake and oversee accident/incident investigations and, analysing all data, making recommendations to avoid any reoccurrences.
  • Management of H&S Senior Advisors and H&S Advisors, provide a mentoring and coaching role, ensuring they are appropriately trained, competent and motivated to carry out their responsibilities and set personal development plans and objectives.
  • Work alongside the Quality Manager to manage, collate & review H&S data and submit to the Head of SHEQ for reporting purposes.
  • Oversee and be involved in the preparation & review of H&S documents including those of 3rd parties.
  • Manage & provide support to Project teams in the development of H&S Plans and monitor compliance.
  • Provide reports, presentations and information.
  • Support Business/H&S function in delivery of the Group Audit Programme.
  • Providing input and review of pre–qualification, tender and H&S award submissions.
  • Assist the regional management teams and employees with the preparation of risk assessments and identification of suitable control measures.
  • Liaise with clients, HSE Inspectors and external assessors.
  • Liaise with subcontractors and conduct assessments of suppliers and sub–contractor's safety arrangements.

Qualifications

Experience: Essential

  • NEBOSH Diploma/NVQ Level 4/Degree qualified
  • Membership of IOSH (GradIOSH as minimum)
  • Strong background in safety management and experience in a similar role
  • Experience of the Utilities/Construction Industry.
  • Experience of managing safety advisors.
  • Ability to set SMART objectives and monitor their implementation.
  • Solid understanding of the requirements of BS OHSAS 18001 / ISO 45001
