We are delighted to announce a major new contract win with Welsh Water, supporting them over the next four years and beyond, delivering proactive and reactive maintenance of their Wastewater Network. We are now seeking an experienced Civils Operations Supervisor to oversee day‑to‑day site activities, ensuring all works are delivered safely, efficiently and to the highest quality standards. This role involves supervising operatives and subcontractors, coordinating resources and maintaining strong compliance, workmanship and operational performance on site.
Overview
Operational Delivery & Resource Management and Health, Safety, Quality & Compliance form the core responsibilities.
Responsibilities
- Lead and coordinate daily site operations to meet scope, productivity targets and SLAs, including subcontractor activities.
- Ensure teams have the required plant, fleet, equipment and materials, maximising utilisation and minimising waste.
- Monitor progress and performance, addressing deviations to maintain programme, quality and cost.
- Work with planning and scheduling teams to allocate resources, prioritise workloads and maintain operational readiness.
- Maintain a strong on‑site and yard presence to uphold safety, discipline, efficiency and high standards of workmanship.
Health, Safety, Quality & Compliance
- Ensure full compliance with Business Management Systems, HSEQ procedures, client requirements and all relevant legislation.
- Maintain high standards of health, safety, environmental performance and quality across all works.
- Conduct site inspections to confirm compliance with safe systems of work, drawings, specifications and method statements.
- Support incident investigations, implement corrective actions and share lessons learned.
- Maintain accurate operational, administrative and Quality Assurance records, updating internal and client systems in real time.
People Management & Leadership
- Lead civils operatives and gangers with clear instruction, effective performance management and consistent discipline.
- Provide coaching, feedback and development support to individuals and teams.
- Identify strengths, skill gaps and succession opportunities to support long‑term team growth.
Technical & Documentation Requirements
- Produce method statements, technical procedures and accurate work records.
- Interpret and apply engineering drawings, including excavation, shoring, pipework, rebar and concrete requirements.
- Prepare task feedback, as‑built information, H&S File content and other QA documentation.
Customer & Stakeholder Engagement
- Collaborate with Senior Management, clients and Local Authorities to agree scopes and maintain strong working relationships.
- Respond promptly and professionally to client concerns.
- Minimise customer disruption through effective planning, communication and access coordination.
- Liaise confidently with internal teams, subcontractors and external stakeholders.
Qualifications & Certifications Required
- CITB Site Supervisor Safety Training Scheme (SSSTS)
Desirable
- CITB Site Managers Safety Training Scheme (SMSTS)
- NVQ Level 6 – Construction Site Management
- CSCS Black Manager’s Card or Gold Supervisor’s Card
- Temporary Works Supervisor (TWS)
- Streetworks Supervisor
The ideal candidate will have proven experience as a Civils Operations Supervisor or in a similar supervisory role, with strong knowledge of health, safety, environmental and quality requirements and sound practical and technical understanding of civil engineering works. They will be confident communicators capable of leading site teams effectively, and will be organised, proactive and able to work productively under pressure.
