Salary and Allowances: £70,000 - £80,000 (DOE). Car Allowance £600 per month.

Location: West Tofts, Thetford, Norfolk, IP26 5EP.

About the Role: Regional Commercial Manager to support the effective delivery of contract operations across a defined geographical region in the East of England, focusing on the Defence Training Estate. Provides expert commercial, financial and contractual support to operational teams.

Key Responsibilities:

  • Manage the Billable Works process, including ROC reviews, SON submissions, procurement, tendering, pricing, risk management and contract variations.
  • Ensure commercial decisions support strong financial performance and healthy cash flow.
  • Provide clear commercial advice to operational teams.
  • Support financial governance through accurate accruals, forecasting and reporting.
  • Maintain compliance with internal controls and commercial procedures.
  • Manage regional Early Warnings and Contract Risk processes, including maintaining the risk register.
  • Support Compensation Events and contract price changes by preparing data and drafting proposals.
  • Assist with the implementation and management of Framework contracts, including performance monitoring and rebates.
  • Support supply chain development to ensure capability, compliance and alignment with delivery needs.
  • Contribute to internal audits and identify opportunities for process improvement.
  • Produce concise, accurate commercial reports for stakeholders.

About You:

You bring strong commercial acumen, excellent communication skills and the ability to work collaboratively across a wide range of stakeholders.

Knowledge and Experience:

  • Level 6 qualification (or equivalent experience) in Quantity Surveying.
  • Strong understanding of cost management within construction or facilities management.
  • Detailed knowledge of NEC contracts.
  • Understanding of contract law, construction methods, statutory regulations and health and safety (IOSH Managing Safely or equivalent).
  • Experience supporting project delivery in complex operational environments.

Skills and Behaviours:

  • Strong analytical and planning skills, with the ability to produce accurate commercial reports.
  • Confident communicator with strong negotiation and influencing skills.
  • Proven ability to manage budgets, maximise income and control costs.
  • Ability to drive continuous improvement and support performance management.
  • Competent IT user, including cost management systems and Microsoft Office, including Project.

Additional Requirements:

  • Full UK driving licence.
  • Willingness to travel nationally when required.
  • Ability to meet Baseline Personnel Security Standard (BPSS).
