We are seeking a proven senior leader to lead our Transport Services and Strategic Partnerships. This is a high-impact role, combining delivery of a large, complex frontline service with an ambitious transformation agenda. Our service directly impacts thousands of residents every day, from home-to-school transport to fleet operations and regional transport strategy, so this is a rare opportunity to influence local, regional and national transport agendas while driving innovation, efficiency and service excellence.

You will be responsible for the safe, efficient and cost-effective delivery of fleet and passenger transport services, while driving continuous improvement and innovation. Alongside operational leadership, you will shape future service models, bringing a strong commercial mindset and financial grip. This is more than a delivery role. You will operate at strategic, system level, working closely with the Combined County Authority and partners to influence regional priorities, investment and future transport solutions.

In essence, you will:

  • Lead and inspire the service, managing people, budgets and performance to deliver against council priorities and statutory duties
  • Shape strategy and policy, providing expert advice to elected members, executive leaders and directorate leadership teams
  • Drive transformation, leading major change programmes and contributing to Local Government Reorganisation and future service design
  • Influence at a regional level, acting as Lancashire County Council’s strategic partner with the Lancashire Combined County Authority (LCCA)
  • Oversee service delivery, ensuring efficient, compliant and cost-effective operations

  • Strong financial and commercial acumen, with a track record of delivering value for money

  • Knowledge of regulatory frameworks, commissioning models and public sector governance
