Job Description

Salary £77,833 – £85,119 per annum | Permanent, Full Time 37 hours per week

Are you ready to lead Lancashire County Council’s commercial agenda and make a real impact? We’re looking for an experienced and visionary Head of Commercial to shape and deliver a robust commercial strategy that drives financial sustainability, efficiency, and innovation across our services.

Responsibilities

• Lead the development and delivery of the Council’s commercial strategy, embedding commercial principles across all services.
• Establish and lead a high-performing Commercial Function focused on market shaping, commissioning, and contract management.
• Build strong partnerships with suppliers, SMEs, and VCSEs to improve market access and competition.
• Drive cultural change to embed commercial thinking and behaviours across the organisation.

What we’re looking for

• Extensive experience in commercial strategy, procurement, and contract management within a complex organisation.
• Strong leadership and stakeholder management skills, with the ability to influence at all levels.
• Knowledge of public sector governance, compliance, and social value principles.
• A proven track record of delivering financial savings and operational improvements through commercial innovation.
