Are you ready to lead and inspire a modern data and analytics function at the heart of a large, complex organisation? As Head of Data & Analytics, you will play a pivotal role in shaping how Lancashire County Council uses data and insight to improve outcomes for residents. This is a unique opportunity to provide strategic leadership and drive a strong, evidence-based performance culture across the organisation.

You will lead the council’s data and analytics service, ensuring high-quality, well-governed data is transformed into trusted, actionable insight that supports strategic decision‑making, service improvement and long‑term transformation.

Responsibilities
  • Provide strategic leadership for the council’s data, analytics and insight capability, to support performance improvement and delivery of organisational priorities.
  • Act as the senior professional lead and corporate advocate for data‑driven, evidence‑based decision‑making.
  • Design and deliver the Data and Analytics strategy, maximising the value of data as a strategic organisational asset.
  • Lead the development of high‑value data products, dashboards and analytical insights that support both operational and strategic priorities.
  • Ensure strong data governance, quality, and compliance, promoting responsible and ethical use of data and analytics.
  • Foster a positive, collaborative culture that promotes innovation, data literacy, professional development and continuous improvement.
Qualifications
  • Strategic Leadership: Significant experience operating at a senior level in data, analytics, intelligence, or performance within a large or complex organisation.
  • Proven ability to shape strategic direction and lead organisation‑wide change.
  • Service Excellence: A strong track record of delivering high‑quality data products and insight that drive confident decision‑making and performance improvement.
  • Experience leading modern data platforms, analytics environments, and high‑performing technical teams.
  • Knowledge and ability to lead a team that can convert data into actionable performance insights.
  • Stakeholder Engagement: Demonstrable experience of working with senior stakeholders, building credibility and influencing at executive and leadership levels.
  • Ability to translate complex technical concepts into clear, accessible insight for non‑technical audiences.
