Expanded is recruiting for a Project Manager to support our work winning and tendering activities across a diverse portfolio of infrastructure and civil engineering projects. Expanded Structures delivers complex basement, substructure and superstructure frames with the technical expertise and practical experience to support demanding projects. Working collaboratively with our clients and partners, we bring together design, engineering and delivery capability to provide safe, efficient and high-quality construction solutions from the earliest stages through to completion.
Role & Responsibilities:
- Work Winning & Bid Management: Lead the preparation and delivery of high-quality tender submissions for civil engineering projects (e.g. highways, structures, utilities, and infrastructure). Manage the full bid lifecycle from PQQ/EOI through to ITT submission and post-tender negotiations. Develop bid strategies, win themes, and value propositions aligned to client requirements. Coordinate multidisciplinary bid teams including engineering, planning, commercial, and supply chain functions. Ensure submissions are compliant, compelling, and competitive.
- Technical & Engineering Input: Provide technical oversight and input into methodologies, construction sequencing, and risk mitigation strategies. Review and challenge designs, specifications, and proposed solutions to ensure buildability and efficiency. Support the development of innovative engineering solutions to enhance bid competitiveness.
- Commercial & Risk Management: Collaborate with estimators and commercial teams to develop accurate and competitive cost plans. Identify, assess, and manage technical, commercial, and contractual risks within bids. Contribute to value engineering and cost optimisation initiatives.
- Stakeholder Engagement: Build and maintain strong relationships with clients, consultants, JV partners, and subcontractors. Represent the organisation at client meetings, site visits, and tender interviews. Support client engagement strategies to enhance win probability.
- Governance & Process: Ensure compliance with internal bid governance, quality standards, and deadlines. Lead bid reviews, approvals, and lessons learned processes. Maintain accurate records of submissions, outcomes, and market intelligence.
Key skills & experience:
- Degree-qualified (or equivalent) in Civil Engineering or related discipline.
- Proven experience in project management or lead engineering within civil engineering projects.
- Strong understanding of construction methodologies, contracts (e.g. NEC), and procurement routes.
- Ability to manage multiple bids in a fast-paced, deadline-driven environment.
Desirable:
- Professional membership (e.g. ICE, APM, CIOB) or working towards.
- Experience working on major infrastructure projects.
- Knowledge of digital engineering, BIM, or modern methods of construction.
- Experience within tendering/work winning.
