As a result of the ambitions for the City, we have an exciting opportunity for a permanent, full-time Building Control Officer within the Building Control team. Building Control is an integral part of the City’s regulatory service covering a wide range of work including complex commercial developments, multi-faceted city centre schemes and a variety of residential applications. Current development proposals include the delivery of the Riverside Sunderland masterplan, the South Sunderland Growth Area, the International Advanced Manufacturing Park and the recently announced Electric Vehicle Hub, EV36Zero.
Our Building Control portfolio of work also extends to football stadia, high profile concerts such as Beyonce & Ed Sheeran, large events such as the Women’s Rugby World Cup 2025 opening ceremony and BBC Radio 1 Big Weekend 2026.

Helping to deliver a healthy, safe and successful built environment, you will have good experience/knowledge in applying the Building Regulations, interpreting plans/construction specifications, plan assessment, dangerous structures/associated legislation and dealing with all aspects of building work that typically gets submitted into a lively City based building control team.
You will have access to a wide range of training materials through MyLABC that is targeted to your level of competency, with additional supervision and mentored opportunities to work towards a greater level of competency.
We need an enthusiastic person who can balance a full workload, work independently on a range of building regulation submissions and provide competent support to the whole team.
What we offer- Implement and enforce legislation for domestic and where supervised, commercial premises in accordance with Council and Building Control policy.
- Assess domestic and where supervised, commercial Building Regulation submissions for compliance.
- Identify, interpret and apply relevant legislation and use professional judgement to determine applications for approval or rejection.
- Gather and consider guidance from a variety of different sources and suggest solutions, prepare assessment reports detailing technical and legislative matters of non-compliance.
- Implement statutory and informal consultations with external agencies and other Council Services as required in accordance with standard procedures.
- Utilising tools and equipment, inspect on site, assess, record, report and certify building work for compliance with the Building Regulations and associated legislation.
- HNC or HND in an appropriate subject plus 3 years’ experience and/or Level 4 or Level 5 Diploma in Public Service Building Control, and/or 10 years construction related experience subject to performance and job role against competencies.
- Registration with the Building Safety Regulator as a minimum Class 2.
- Have a working knowledge of the Building Act 1984 and the associated legislation relevant to Building Control.
- Candidates should have previous building control experience.
- Possess the skills to assess plans and carry out site inspection for the purposes of compliance with building regulations on residential and non-complex, non-domestic projects.
- Good organisational skills to be able to deal with conflicting workload priorities and deadlines.
- Good interpersonal skills, ability to communicate with a range of stakeholders.
- Extensive technical knowledge.
