Full time
Starting salary £70,992 rising in annual increments to £75,666 pa incl LW. The post’s salary attracts a market supplement of 20% per month (£85,190 to £90,799 pa incl market supplement).
To assist the AD of Building Control in the management of the Building Control Department and lead in respect of the technical site works in respect of the large projects within the borough. Ensuring the delivery of high quality, cost effective, customer focused service which meets the Council’s statutory responsibilities and contributes to the Council’s Community Plan.
To assist the AD of Building Control in respect of professional and technical matters which include but not limited to the application of post Grenfell fire safety legislation, structural assessments, building control competency as designated by the Building Safety Regulator and those responsibilities that uphold the Lambeth Council’s reputation.
To provide adequate support and assistance to the overall management of planning and development, including professional and technical input to the corporate planning, management and decision making processes and representing the borough in matters relating to Building Control to stakeholders and partners outside of the Council.
Ensure in conjunction with the AD of Building Control that the service provided is sustainable through the successful marketing and promotion of the service to maximise income in competition with private sector providers.
To monitor and oversee the performance of the professional Building Control staff to maximise output and improve efficiency.
Responsibilities
- The Deputy Building Control Manager is responsible for supporting the Building Control Manager for the direction, in the support and development of the Building Control Team (including professional services consultants where appointed). To deputise for the Head of Building Control in his or her absence to provide guidance across the service.
- To provide effective support for the Head of Building Control in respect of leadership and providing support and assistance to other team members where necessary.
- Assist the Head of Building Control to develop and implement the framework of the business unit to ensure continuous improvement, marketing, and quality initiatives, enhancing competitiveness, quality of output and cost effectiveness.
- To manage the Building Control Team and ensure the team meet the statutory targets for decisions on full plans applications and also that all works carried out on site comply with the building regulations.
- To assist the Head of Building Control in respect of professional and technical matters which include but not limited to the application of post Grenfell fire safety legislation, structural assessments, building control competency as designated by the Building Safety Regulator and those responsibilities that uphold the Lambeth Council’s reputation.
- To lead on a range of complex matters with regards to Building Regulations submissions, Dangerous Structures, Building Act and Regulations, and the London Building Acts, negotiating with applicants, citizens, perpetrators and developers, managing risk to the Council.
- Ensure the Building Control team acquire and maintain their competency and licence to operate as designated by the Building Safety Regulator (HSE).
- Ensure that a customer focused service is provided and a high level of satisfaction with the building control service received and that the service fully respond to the needs of all those who use the Building Control service.
- Provide guidance and advice to customers on achieving compliance and ensure a customer focus service is delivered. Monitor the level of customer satisfaction and deal effectively with any complaints.
- Develop and implement initiatives that maintain and enhance the level of service relating to the building control function, to include areas of enforcement consultation, education and partnerships with other organisations.
- Develop and implement procedures, systems, and service standards with stakeholders, to enhance and continuously improve the building control function and service, both at corporate and local level, which comply with policy, codes of practice and legislative requirements.
- Advise the Head of Building Control on the effect of new Building Control legislation and regulations and advising specifically and generally in connection with the appropriate Council, Members, individual Departments, officers and outside bodies.
- Evaluate the impact of changes in legislation to the Council’s overall management of the building control function and use best practice and developments in professional conduct in establishing the Council’s approach to its building control responsibilities and implement any necessary amendments.
- Respond to Building Control queries received from Members, Chief Officers, Members of Parliament, Ombudsman and external organisations.
- To work flexibly in undertaking the duties and responsibilities of this job, and participate as required in multi-disciplinary cross-department and cross-organisational groups and task teams.
- To take responsibility, relevant to the post, for ensuring that Council statutes and government legislation is upheld. This includes, amongst others; Management Compliance Charter, Environmental Policy, Data Protection Act, Race Equality Action Plan, Quality Assurance Plan, Health & Safety, Sustainable Construction and Recycling.
- To take responsibility, appropriate to the post for tackling racism and promoting good race, ethnic and community relations.
- To be included within the Council’s Dangerous Structure standby rota, for outside of normal office hour’s attendance at dangerous structure incidents.
Educated to degree level in a relevant subject such as Building Control, Building Surveying, Construction, Structural Engineering and/or be able to demonstrate learning at an equivalent level. Member of a relevant professional body such as RICS, CABE, CIOB or equivalent with relevant Building Control bias and evidence of achieving CPD requirement. Working towards Class C as designated in the Building Inspector Competency Framework by the Building Safety Regulator.
£40,755 – £48,531 (£50,574 unconsolidated maximum). This role attracts a Market Supplement of £5k paid over 12 months and subject to review.
