Role Summary

You will operate as part of the senior commercial leadership team, providing strategic oversight and operational leadership across the Works category, including construction, facilities management, and capital programmes. Working alongside an established Deputy Director, you will lead the delivery of commercial strategies, ensure compliant procurement activity, and act as a trusted advisor to senior stakeholders.

Key Responsibilities

  • Provide expert-level knowledge of NEC contracts, including drafting and advising on bespoke agreements
  • Lead the development and delivery of commercial strategies for capital and works-related projects
  • Ensure full compliance with public sector procurement legislation and internal governance
  • Drive best practice across procurement and contract management
  • Provide strategic commercial advice to senior stakeholders and leadership teams
  • Lead supplier engagement, negotiations, and contract performance improvement
  • Identify opportunities for cost savings and value for money
  • Manage and develop a high-performing commercial team, including direct line management
  • Act as a senior stakeholder relationship manager and escalation point for risks and issues
  • Contribute to policy development, assurance processes, and continuous improvement initiatives

Essential Requirements

  • Extensive NEC contract experience (essential) - deep subject matter expertise required
  • Strong knowledge of:
    • Public Contracts Regulations 2015 (PCR 2015)
    • Procurement Act 2023 (including practical application)
  • Proven experience leading complex works/construction procurement
  • Track record of leading and managing high-performing teams
  • Experience managing and influencing senior stakeholders, including in politically sensitive environments
  • Strong commercial acumen across:
    • Construction
    • Facilities Management
    • Design and professional services
  • Ability to challenge stakeholders constructively and drive outcomes
  • Excellent communication and leadership skills

Qualifications

  • CIPS Level 5 (minimum) or equivalent experience
  • CIPS Level 6 (MCIPS) desirable
