GRADE : Filière administrative ou technique – Cadre d’emploi des attachés, ingénieurs, rédacteurs ou techniciens territoriaux – Catégorie A ou B

Mission principale : Diriger un service de 5 agents, assurer l’application efficace du droit de l’urbanisme pour 19 communes, piloter la police de l’urbanisme et les autorisations d’enseignes de Meaux, garantir la qualité juridique, assurer la sécurité contentieuse et la performance de l’instruction dans un contexte de pression foncière élevée et de densification maîtrisée.

Responsabilités

  • Piloter et manager le service : encadrement d’une équipe de trois instructrices, d’une assistante et d’un agent de police de l’urbanisme, organisation de l’activité, suivi des indicateurs de performance.
  • Instruire et superviser les autorisations d’urbanisme complexes (PC, ERP, PA, PD, DP), délivrer les certificats d’urbanisme et veiller à la conformité des projets aux documents de planification.
  • Mettre en œuvre la police de l’urbanisme : identification des infractions, pilotage des procédures, coordination des contrôles de conformité, suivi des infractions.
  • Superviser l’instruction des déclarations d’intentions d’aliéner et conduire les procédures de préemption en lien avec les services concernés, produire les analyses et notes d’aide à la décision.
  • Appuyer la prise de décision sur les dossiers sensibles, accompagner les pétitionnaires, garantir la cohérence des actes avec les documents de planification.
  • Contribuer au traitement des contentieux en partenariat avec la direction juridique.
  • Participer aux projets structurants du service (déploiement du permis de diviser, évolution des conventions de mutualisation, révision des documents réglementaires).

Qualifications

  • BAC+5 en droit de l’urbanisme, droit public, aménagement ou ingénierie territoriale, ou BAC+3 + 5 ans minimum d’expérience confirmée en instruction d’autorisations d’urbanisme.
  • Pratique avérée de la police de l’urbanisme et du contentieux administratif.
  • Expérience managériale confirmée, capacité à fédérer et pérenniser une équipe de 5 agents.
  • Maîtrise approfondie du droit de l’urbanisme et des procédures contentieuses, connaissance du droit patrimonial et des servitudes d’utilité publique.
  • Capacité à structurer et conduire une procédure de police administrative.
  • Maîtrise des logiciels métier (UrbAds, SIG) et excellentes qualités rédactionnelles.
  • Permis B obligatoire – boîte manuelle.
  • Formations continues souhaitées : CNFPT droit des sols, contentieux de l’urbanisme, police administrative, sites patrimoniaux.

Conditions d’exercice

  • Autonomie dans l’organisation du travail, rigueur dans l’exécution des missions, disponibilité, adaptabilité et réactivité liées aux échéances de la collectivité, déplacements sur le territoire de la CAPM.

  • Cité administrative – MEAUX

Temps de travail et congés

  • 38 heures – temps complet (25 CA + 18 RTT).
  • Télétravail possible 1 jour/semaine.
