Mission Principale
Le chef de projet est garant de la cohérence de la planification et de la stratégie territoriale à l’échelle de la Ville de Meaux et de la Communauté d’agglomération du Pays de Meaux.
Responsabilités
- Assurer un rôle d’aide à la décision politique et piloter des démarches structurantes à fort impact territorial (sobriété foncière, mise en œuvre du ZAN, équilibre attractivité, habitat, économie, transition écologique et mobilité).
- Élaborer le Schéma de Cohérence Territoriale (SCoT) pour la communauté d’agglomération en définissant les orientations stratégiques à moyen‑long terme, en tenant compte du GIP Roissy Meaux Aéropôle, des stratégies économiques, de mobilité et de durabilité.
- Définir les trajectoires de sobriété foncière et leur déclinaison opérationnelle, piloter la procédure de conception à approbation, sécuriser les arbitrages des élus et encadrer les bureaux d’études.
- Finaliser la révision du PLU, piloter ses évolutions futures, assurer le suivi du site patrimonial remarquable et de la réglementation locale de publicité.
- Produire des notes d’aide à la décision pour les exécutifs, contribuer à la définition de positions territoriales dans les négociations supraterritoriales, mener des analyses prospectives intercommunales, mettre en place des dispositifs d’observation et d’évaluation territoriale, intégrer les évolutions législatives et réglementaires dans la stratégie territoriale.
- Assurer la cohérence entre les opérations et les documents de planification, en lien fonctionnel avec les responsables du droit des sols, de l’urbanisme opérationnel, pré‑opérationnel et foncier.
- Animer le dialogue stratégique avec les maires et élus, préparer les arbitrages en cas de divergences, représenter la collectivité dans les instances partenariales, techniques et politiques, participer aux concertations avec les habitants et acteurs locaux.
Profil recherché
- BAC+5 en urbanisme, aménagement, droit de l’urbanisme ou ingénierie territoriale.
- Minimum 5 ans d’expérience confirmée en conduite de démarches de planification stratégique territoriale, pilotage de SCoT, PLUi ou documents équivalents.
- Capacité d’analyse des bilans d’opération et d’aménagement.
- Expérience régulière en environnement politique intercommunal.
- Diplomatie, haut niveau de maîtrise des outils et procédures de planification, expertise reconnue en sobriété foncière et ZAN, capacité à structurer une vision stratégique et opérationnelle, excellentes capacités rédactionnelles et orales.
