Mutualisé sur deux collectivités (Ville et CAPM) et sous l’autorité hiérarchique directe du responsable du service Pilotage de la performance, le chargé de missions subventions et participations assurera une mission d’assistance, d’expertise et de conseil auprès du service Pilotage de la Performance, du service Comptabilité et des Directions des deux collectivités.
Missions
- Assurer le suivi administratif et financier des subventions d’investissement en lien avec un prestataire externe, depuis leur notification jusqu’à leur versement, en coordination avec l’agent comptable, tout en faisant le lien avec les services opérationnels sur l’avancement des dossiers.
- Apporter un soutien à l’instruction des subventions aux associations des deux collectivités et piloter le fonds de concours CAPM, de l’instruction des demandes jusqu’au mandatement.
- Suivre la fiscalité directe et les dotations de l’État, participer à la préparation budgétaire annuelle, produire les documents associés (maquette budgétaire, délibérations, notes synthétiques) et contribuer à l’analyse des données financières ainsi qu’à l’élaboration des prévisions budgétaires.
- Conseiller les services des deux collectivités en matière de finances publiques, travailler avec le service comptabilité sur l’imputation et les écritures de fin d’exercice, et participer au paramétrage des logiciels financiers CIVIL et MGDIS.
- Faire preuve de proactivité, être force de proposition et apprécier le travail en équipe ainsi que l’atteinte d’objectifs communs.

- Sens des responsabilités, bon relationnel, capacité d’adaptation, diplomatie, pragmatisme et proposition.
- Rigueur, esprit d’analyse et de synthèse, aisance rédactionnelle, sens de l’organisation, autonomie et priorisation des missions.
- Maîtrise de l’environnement juridique des collectivités territoriales, des règles de la comptabilité publique et de l’exécution financière.
- Capacité à conduire des analyses stratégiques, mobiliser des méthodes de conseil en gestion et piloter des projets.
- Compétence dans l’utilisation des outils informatiques, notamment Excel, Business Objects et Civil Finances.
