Job Description: The Health & Safety Lead will oversee and provide support to the Eastern team to implement and monitor the Health & Safety as defined by the Alliance Programme Management Plan, as well as defining the policies, processes and procedures necessary to ensure the Eastern region remains compliant with all current and applicable industry and legislative requirements.

Person Specification: Shall have relevant safety experience preferably in a rail environment. Significant experience in the successful management of HSEA issues on major programmes of work in the construction and/or rail industries. Preferably past railway experience. Full UK driving licence is essential. Open to a range of candidate experience levels. The successful candidate’s behaviours and attitude will be a considerable determining factor.

Key Responsibilities:

  • Ensure the Eastern region is compliant with the CDM regulations and Network Rail standards.
  • Implement Life Saving Rules.
  • Implement, monitor & review agreed local site safety plans.
  • Review and provide input for WPPs and TBSs.
  • Attend client meetings to discuss and debate Health and Safety issues and topics.
  • Liaise with stakeholders where required.
  • Work closely with the construction team ensuring methodologies are compliant.
  • Encourage the reporting of close calls, safety conversations and PGIs.
  • Review and close out close calls to identify emerging risks and trends.
  • Report, investigate and provide feedback on all accidents/incidents.
  • Ensure corrective actions are implemented and closed out to prevent reoccurrence.
  • Share good practice through the Programme Delivery Teams.
  • Carry out site inspections.
  • Carry out on‑call duties for Safety on Call.
  • Act as the point of contact for any audits conducted in the Eastern region (RISQS, ISO, BSI).
  • Carry out safety audits.
  • Safety performance reporting through periodic dashboards and KRA/KPIs.
  • Plan and deliver monthly safety briefings, safety stand‑downs.
  • Lead in conjunction with the delivery team on all accident and incident investigations.
  • As you will expect the organisation may change from time to time and you will be expected to meet the operational requirements.
  • Any other reasonable duties as required from time to time.
