Highways Development Control is part of the Highways and Capital Delivery Service, responsible for delivering and protecting Knowsley’s highway network and ensuring new development supports safe, sustainable and accessible travel. The team supports new development across the borough by managing the highway-related elements of planning applications. This includes helping to ensure that roads, access and infrastructure linked to new housing, commercial and industrial schemes are properly coordinated, delivered and ultimately adopted. The team also works to secure improvements to the highway network, ensuring developer commitments are delivered and supporting schemes that promote safer, more sustainable travel and contribute to the health and wellbeing of residents.

We are seeking a Technical Assistant to support a range of Development Control and site development processes within the team. This is a varied, hands-on role that combines administrative, technical and coordination work, supporting the delivery of highway infrastructure associated with new development.

Responsibilities:

  • Support the administration and coordination of development-related highway processes
  • Assist with developer agreements that secure highway works as part of new developments (e.g. new or improved roads)
  • Support highway adoption processes, including inspections and site visits
  • Respond to enquiries from developers, colleagues, stakeholders and the public
  • Process information, maintain accurate records and update systems
  • Assist with land and property searches and associated enquiries
  • Support financial processes such as raising orders, processing invoices and tracking fees and bonds
  • Work with colleagues across Highways, Planning, Legal and Finance to help progress schemes

Qualifications:

  • Experience in an administrative, technical or support role, ideally within a highways, planning or related environment (or transferable experience)
  • Good organisational skills and the ability to manage a varied and sometimes high-volume workload
  • Strong attention to detail, particularly when maintaining records and processing information
  • Good communication skills and the ability to work collaboratively with colleagues and external stakeholders
  • Confidence using IT systems and the ability to learn new systems quickly

This role provides a strong foundation in Development Control and highways, offering valuable experience for those looking to build a career in the sector. While it involves a significant amount of process-driven work, it is varied and plays an important part in ensuring development is delivered effectively across the borough.
