Knowsley Council are looking to recruit a Fleet Procurement & Compliance Manager. The primary purpose of the post is the fleet management and operational technical support functions including fleet procurement/disposal, asset register management and the day-to-day line management of the Council’s Stretton Way depot and stores units. It also includes management of the fleet workshop facility and to ensure the legal compliance of the fleet to meet the requirements of the Council’s Operators licence, driver and vehicle standards and all related regulations.
This will include all staff management and related responsibilities around operational liaison, delegated budget management as well as related operational and IT systems/ISO processes.
Experience required:
- Management in a transport or fleet environment, with a varied fleet of vehicles and plant.
- Creating and establishing fleet policies and procedures, from vehicle procurement to disposal, how to price, specify and purchase or lease vehicles.
- Performance management of maintenance contractors, accident repair companies, vehicle specialist builders and vehicle leasing companies.
- Supervisory management, developing the skills, knowledge and performance of a multi-functional workforce.
Skills required:
- Ability to liaise with, negotiate and influence others/contractors/organisations/stakeholders.
- Ability to supervise and manage the work of others, to motivate, and influence.
- Good communication skills; ability to communicate, verbally as well as in writing.
- Ability to effectively communicate with persons at all levels.
Qualifications:
- Level 3 Certificate of Professional Competence in Road Haulage (National).
- Degree level qualification, or equivalent experience, in Transport Management.
- Evidence of continual professional development over the last three years.
- Driving licence category B.
