As the Asbestos Technical Officer, you will play a pivotal role in ensuring statutory, regulatory and best practice requirements are met for all areas of asbestos.You will be a key individual in supporting the wider safety team, asset delivery, and housing colleagues with attainment of Asbestos management.

The main purpose of this role is to manage the Asbestos Safety Management specialist function, ensuring that this organisation is fully compliant and up to date with the required legislation and adhering to best practise.

You will ensure Asbestos containing materials are inspected, managed, and maintained in accordance with the Control of Asbestos Regulations 2012 and any other appropriate Health and Safety legislation.

The successful candidate will have:

  • Knowledge of preparing comprehensive Asbestos related work specifications, work designs, and supporting colleagues with minor/ major projects to a high standard.
  • Extensiveknowledge of the Control of Asbestos Regulations 2012.
  • Extensive experience of managing 3rd party and internal asbestos surveys and risk assessments
  • Experience of carrying out other types of domestic and non-domestic asbestos surveys
  • Knowledge of Health & Safety at an operational level
  • Knowledge of the Building Regulations, Disabled Access, building safety,CDM and Health & Safety Legislation

As part of this role you will:

  • Produce accurate and timely performance reports for managers, senior leadership teams, boards, elected members and regulatory purposes.
  • Lead on complaints, take on customer feedback and service performance information, identifying recurring themes, emerging risks and opportunities for improvement.
  • Develop performance measures, key performance indicators and benchmarking information to support service planning and continuous improvement.
  • Work with operational teams to ensure the delivery, integrity and consistency of asbestos management data and reports.
  • Identify and investigate performance issues and provide recommendations to support corrective action and service improvement.
  • Support compliance, repairs, planned investment, stock condition, building safety, energy and other asset management functions.
  • Monitor performance against corporate objectives, regulatory requirements and service targets, highlighting exceptions and emerging concerns.
  • Manage the collection, validation and presentation of performance information for asbestos to ensure reporting is accurate, reliable and auditable.
  • Work collaboratively with all teams within Kirklees Council
  • Manage and support the Asbestos Surveyors
  • Promote a culture of evidence-based decision-making, continuous improvement and data-driven service delivery across Homes & Neighbourhoods.
