Maldon District Council, in partnership with Essex Shared Services, is recruiting a Policy Planner for its Planning Policy team within the Place, Planning & Growth directorate. The role is full‑time with hybrid working, requiring a minimum of two days in the office per week. Office attendance will be guided by the Council’s needs and the planning policy work schedule, including occasional evening committees or meetings where necessary.

Responsibilities

  • Prepare, monitor and review planning policy across the district, supporting the development of a new Local Plan for Maldon under the new plan‑making system.
  • Conduct research and analysis to inform policy creation and evidence gathering.
  • Produce key policies, evidence base documents and support consultation and public engagement activities.
  • Collaborate with infrastructure providers, neighbouring authorities and Essex County Council on strategic planning matters.
  • Assist in supporting Parish Councils with neighbourhood plans, managing Section 106 agreements, conducting monitoring activities and compiling the Authority Monitoring Report (AMR).
  • Work closely with Development Management colleagues on significant development proposals currently being considered by developers.

Qualifications and Skills

  • Relevant degree or professional qualification in planning, geography, environmental science or a related field.
  • Experience in local planning policy, policy research or similar roles within local government or a planning consultancy.
  • Strong analytical, strategic thinking and project management abilities.
  • Excellent written and verbal communication skills, with the ability to produce clear reports and engage stakeholders effectively.
  • Proficiency in planning software, Microsoft Office and relevant data analysis tools.
