The Role

Essex County Council is in a 10 year partnership with MITIE, who is the delivery agent for all property and facilities related operational functions. The Essex Property and Facilities (EPF) team operates with a Corporate Landlord management agreement and provides strategic, intelligent client functionality for the Council, offering corporate policy and strategic advice.

The Opportunity

The Property and Facilities Officers will focus on one of the following areas: property strategy, estates management, or facilities management. Working with Service Managers, the Officers will apply their knowledge of property and facilities management to contribute to and lead projects that support the property vision and strategy for ECC. The role will also collaborate with suppliers and stakeholders to identify opportunities to reduce costs and enhance the efficiency of ECC property and facilities management.

Accountabilities

  • Manage and commission property and facility projects to implement the Council’s Property Strategy and Property Transformation Programme.
  • Use specialist skill, knowledge and experience to ensure the effectiveness of the Essex Property & Facilities client function, positioning it as a best‑in‑class enabler of ECC’s corporate output.
  • Provide professional support and expertise to members of the team and the MITIE partnership on subject matter.
  • Establish, develop and maintain effective and collaborative communication, working relationships and arrangements with all internal and external stakeholders to optimise service delivery and the use of property, facilities and assets.
  • Contribute to Essex Property & Facilities Service outputs, ensuring best value for money and accurate in‑year spend.
  • Provide expert, specialist advice and guidance to ECC as required.
  • Ensure compliance with all external and internal regulations.
  • Manage a caseload of required Property and Facilities projects, ensuring effective integration and coordination across the property and facility strategy.
  • Commission works from the supplier partner (MITIE) and oversee, monitor and evaluate the outputs of these projects.
  • Maintain the ability to travel across the operational area; possession of a driving licence and access to a vehicle, or alternative mobility arrangements, is required.

The Experience You Will Bring

  • Educated to RQF level 6 (Bachelor’s) or equivalent professional experience.
  • Evidence of continuing professional development.
  • Qualified member of an appropriate property and/or facilities professional body.
  • Ability to work with partner contract and project management in a property and facilities field.
  • Established experience in property and facilities management, including strategy review and implementation, and commissioning of projects.
